PURPOSE The Jamestown-Yorktown Foundation, an agency of the Commonwealth of Virginia, hereinafter referred to as the "Agency", is seeking one qualified vendor, hereinafter referred to as the "Contractor", to provide the following services: hull painting services for the Susan Constant at the Jamestown-Yorktown Foundation's Jamestown Settlement, 2110 Jamestown Road Williamsburg, VA 23185. Specific Requirements: The Susan Constant will be docked, in the water, at the end of the Jamestown Settlement Pier. This area of the pier will be closed to the public to allow the contractor to use aerial lifts to work on the sides of the ship. The vessel will be shifted at the dock by the owner's crew to allow painting of both port and starboard sides. The owner will provide two work rafts for the contractor's use to paint the lower sections of the hull. The contractor shall employ measures to ensure paint surface preparation debris and painting products do not enter the water around the vessel. The contractor is responsible to provide and ensure use of all required safety equipment when working on work rafts or aerial lifts on or over the water. Paint surfaces shall be clean and dry during paint/primer application. Paint surfaces shall be painted with one coat of exterior primer paint and two coats of exterior oil paint. Paints/primers shall be thoroughly mixed at the time of application. Each paint and primer coat shall be applied in such a manner as to produce a coating film of uniform thickness with a finished surface free of runs, drips or excessive brush marks. The minimum drying time between applications shall be as prescribed by the manufacturer of the paint/primer and not before the previous paint/primer application being thoroughly dry. The surface of each dried coating shall be cleaned as necessary before application of the next coat. Unless otherwise stated in this specification or by the manufacturer of the coating products, paint and primer shall not be applied when the temperature of the wood surface or of the surrounding air is less than 45 degrees Fahrenheit. Coatings shall not be applied when atmospheric conditions result in moisture condensation on the surface to be painted/primed.
