The City of Torrance is on the western side of Los Angeles County. It is boarded by the Palos Verdes Peninsula on the south, the City of Gardena on the north, the City of Redondo Beach on the north and west boundaries, the City of Lomita on the east and the Pacific Ocean on the west. The City encompasses an area of approximately 21 square miles, 329 miles of Streets, 1870 intersections, 550 miles of sidewalks, 47,000 Street Trees, 6 Public Libraries, a Municipal Airport, Transit System, 46 Parks & Recreation Amenities, 6 Fire Stations, 1 Police Station and 1 Police Community Center, and has an estimated population of approximately 146,860, which makes Torrance one of the top 10 cities in Los Angeles County in regards to population. The Project site encompasses 31.3 acres of vacant land located at the northeast intersection of Del Amo Boulevard and Prairie Avenue/Madrona Avenue [Assessor's Parcel Numbers (APNs) 7352-015-004, 7352-015- 005, and 7352-015-006]. The Project site is immediately south and adjacent to the Union Pacific Railroad (future Metro C-Line extension) and the Torrance Refinery. The Project site is located approximately 0.5 miles east of California State Route 107 (SR-107), 1.7 miles west of State Route 213 (SR-213), and 1.8 miles south of Interstate 405 (I-405). The site is largely undeveloped with various paths and a few temporary buildings that house the Torrance Posse Equestrian facility. The majority of the site is vegetated with moderate slopes that generally slope from east to west. Historically, the Property was an out-parcel ancillary to the Torrance Oil Refinery (3700 West 190th Street). The Project site is located in the northwest portion of the City of Torrance. Land uses in the proximity of the Project site include Heavy Industrial to the north and east, Light Industrial to the southeast, Business Park and Public/Quasi-Public/Open Space to the south, Low Density to Medium High Density Residential to the southwest, and Business Park and Commercial Center to the west. The Torrance Industrial Exchange Project was recently approved immediately northwest of the Project site, allowing for the development of a 430,000 square foot (sf) industrial/warehouse complex on a 20.7-acre site. The Project Applicant, Torrance Black Beauty, LLC (TBB) is requesting approval of the following entitlements: Conditional Use Permit for the construction and operation of the Project (as it exceeds 15,000 sf); Division of Lot to consolidate the subject parcels; and Waiver to exceed the maximum allowable height for retaining walls. Approval of the entitlements would allow for the construction of a 350,222 sf speculative, Class A warehouse building, including 10,000 sf of office on 31.3 acres. The proposed building would include 80 dock doors (19 dock doors on the northwest elevation, 61 dock doors on northeast elevation facing the Union Pacific Railroad, and two 12'x14' drive-in roll-up doors). The Project would allow for a variety of warehousing uses, manufacturing, fulfillment, cold storage (up to 10%), drayage terminal, and truck terminal/storage; consistent with the existing General Plan land use designation of Heavy Industrial. Based on the overall building design, a proposed high throughput E-Commerce Facility, end users anticipated for the Project will be the delivery of goods via truck trailers, vans, box trucks, and automobiles associated with the delivery of E-Commerce goods to and from the Project site. Additionally, the Subject Property would include temporary storage of trailers, containers, and later collection of trailers with different trucks for transport away from the site. To ensure fairness and avoid misunderstandings, all communications must be in written format and submitted via e-mail by the due date. Any communications whether written or verbal to any person other than the designated individual listed on page 1, prior to award of a contract/purchase order is strictly prohibited and may cause disqualification. Proof of insurance and applicable bonds, as indicated in the terms and conditions of this RFP document.
