Priority B Interceptor Repairs Project Contract No. PB-1 The Project Scope includes the following Work: Base Bid: o The Base Bid Scope for this Project generally includes CIPP lining of approximately 1,171 Linear Feet of 20-inch and approximately 646 Linear Feet of 24-inch sanitary sewer, rehabilitation of approximately 9 manholes, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Alternate 1: o The Alternate 1 Scope for this Project generally includes CIPP lining of approximately 878 Linear Feet of 20-inch and approximately 147 Linear Feet of 24-inch sanitary sewer, rehabilitation of approximately 9 manholes, the replacement of 1 air release valve (ARV) manhole, the replacement of one 2-inch ARV, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Alternate 2: o The Alternate 2 Scope for this Project generally includes CIPP lining of approximately 404 Linear Feet of 18-inch and approximately 4,421 of 20-inch sanitary sewer, rehabilitation of approximately 17 manholes, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Alternate 3: o The Alternate 3 Scope for this Project generally includes CIPP lining of approximately 235 Linear Feet of 18-inch and approximately 385 Linear Feet of 30-inch sanitary sewer, rehabilitation of approximately 9 manholes, and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10% and made payable to or naming as oblige the West Goshen Sewer Authority. Bid security shall be received by Cory Salmon, P.E., Herbert, Rowland & Grubic, Inc., 501 Allendale Rd, Suite 203, King of Prussia, PA 19406, no later than three calendar days after submission the Sealed Bid. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (aEUR~the ActaEUR(TM)) which requires all public work contractors and subcontractors to utilize the Federal GovernmentaEUR(TM)s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed b y a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. This Project is partially financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The West Goshen Sewer Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the West Goshen Sewer Authority, and to reject any or all proposals.
