All prospective contractors and sub-contractors must comply with the provisions of the Code of Alabama, Section 31-13-9 (a) and (b) (Beason-Hammond Alabama Taxpayer and Citizen Protection Act). Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidders state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
