The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P8522Q0014. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-06 and are available in full text through Internet access at http:// www.acquisition.gov/far/. This acquisition is for annual elevator maintenance and inspections in support of Yosemite National Park. The NACIS code is 238290. This solicitation is not set-aside for small business. 1.0 Background Yosemite National Park has a need for quarterly inspections, service, and repair of two hydraulic operated elevators in the El Portal maintenance facility, one platform lift, at the Yosemite Valley Chapel, and one platform lift at the Thomas Hill Studio in Wawona. 2.0 Scope Provide inspection, testing, service, maintenance, and repair for two elevators and two platform lifts in accordance with the current edition of American Society of Mechanical Engineers (ASME) A17.1 and A18.1. The duration of the contract will be one base year and up to four option years. 3.0 Objectives Yosemite will have a comprehensive elevator service program in place to providing inspection, testing, service, maintenance, and repair. Elevator and platform lift service-related documentation will be maintained for a minimum of 5 years. 4.0 Tasks The Contractor shall prepare and implement a Maintenance Control Program (MCP) for each elevator in compliance with ASME 17.1 - 8.6. The following requirements apply to both elevators and platform lifts. The contractor shall: 4.1 Document all work performed. For each record, provide one hard copy to be maintained on site and one electronic copy to the Contracting Officer's Representative (COR) within 7 days. 4.2 Provide a maintenance control program for each elevator and wheelchair lift to the COR within 30 days from date of award. 4.3 Provide annual inspection by a certified Qualified Elevator Inspector (QEI) as required. 4.4 Third party QEI is not part of this statement of work and is the responsibility of the Government. 4.5 Ensure that a hard copy of all documentation as required by ASME 17.1 - 8.6.1.2.2 is on site at each elevator 4.6 For required test or service intervals over 12 months, the test or service must be performed in the base year and at the required interval in the option years. For example, a test required every 3 years must be conducted in the base year and in option year 3, a test required every 5 years must be conducted in the base year only. 4.7 Provide materials and labor for minor service, maintenance, and repair, performed in the course of regularly scheduled visits, as listed below, at no additional cost to the government. Lubrication Cleaning Lamp replacement Control device adjustments Adding of hydraulic fluid 4.7 Provide unscheduled repair service at predetermined rates for labor and trip charges (option item). Response time to a call for repair service must be 6 hours or less, and service must be available 24 hours per day, 7 days per week. 4.9 Provide miscellaneous parts and materials needed to perform scheduled and unscheduled repair and maintenance, not included above (option item). A list of parts and materials with estimated pricing shall be sent to the Contracting Officer for prior approval. Ongoing road work within Yosemite National Park has and will continue to cause delays while traveling within and near the park. Visit www.nps.gov/yose to obtain the latest status and locations for road construction activities, estimated dates of construction, and estimated delays. Additionally, there exists a 45-foot length restriction and one-way controlled traffic for all vehicles 20 miles east of Mariposa on Hwy 140; see Caltrans website http://www.dot.ca.gov/ for further details. Alternative routes are available. 10.0 Period of Performance The period of performance shall begin at time of award. The performance period includes one base year of service to the Government with four one-year option periods possible, up to a total of five years. Each option year is exercised at the convenience of the Government and is subject to the availability of funds.
