Site work for a water / sewer project in New Auburn, Wisconsin. Completed plans call for site work for a water / sewer project.
The project consists of providing all labor and material for lining 1100+ feet of 8-inch sanitary sewer main under a residential street, associated by-pass pumping, and traffic control. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bids shall be on the forms provided for that purpose and per the Contract Documents prepared by CBS Squared Inc. identified as "Pine Street Sewer Lining". A pre-bid conference will not be held. Sewer televising reports and video are available for pre-bid review via specifications download from electronically. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. Bidder is required to deliver the original certified check or bid bond within 72 hours of the bid opening to CBS Squared, Inc., ATTN: Kristi Lentz, 770 Technology Way, Suite 1A, Chippewa Falls, WI 54729. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The Village of New Auburn reserves the right to retain the deposits of the two (2) lowest bidders for a period not to exceed 30 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 30 Days after the date and time set for the opening of bids. Bidders Proof of Responsibility must be submitted in accordance with the Instructions to Bidders. Bidders will be required to provide performance and payment bonds of 100 percent of bid amount. This Contract is expected to be funded in part with funds provided by the American Rescue Plan Fund (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF). Information on applicable federal requirements is contained in the Project Manual. Use of American Iron & Steel: Projects financed in whole or in part by the Coronavirus State and Local Fiscal Recovery Funds are required to use American iron and steel. Bid proposals may be denied if the requirements of this Section are not met. Equal Opportunity and Affirmative Action requirements apply to this Project. Except as otherwise provided under 41 CFR Part 60, all contracts that meet the definition of "federally assisted construction contract" in 41 CFR Part 60-1.3 must include the equal opportunity clause provided under 41 CFR 60-1.4(b), in accordance with Executive Order 11246, "Equal Employment Opportunity" (30 FR 12319, 12935, 3 CFR Part, 1964-1965 Comp., p. 339), as amended by Executive Order 11375, "Amending Executive Order 11246 Relating to Equal Employment Opportunity," and implementing regulations at 41 CFR part 60, "Office of Federal Contract Compliance Programs, Equal Employment Opportunity, Department of Labor. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub -contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. If the requirements of Davis Bacon, the State of Wisconsin, and the Contract requirements conflict with regard to wages, the highest of the three shall apply. The contracts must also include a provision for compliance with the Copeland "Anti-Kickback" Act (40 U.S.C. 3145), as supplemented by Department of Labor regulations (29 CFR Part 3, "Contractors and Subcontractors on Public Building or Public Work Financed in Whole or in Part by Loans or Grants from the United States"). The successful bidder will be required to conform to the Clean Air Act (42 U.S.C. 7401-7671q.) and the Federal Water Pollution Control Act (33 U.S.C. 1251-1387), as amended - Contracts and subgrants of amounts in excess of $150,000 must contain a provision that requires the non-Federal award to agree to comply with all applicable standards, orders or regulations issued pursuant to the Clean Air Act (42 U.S.C. 7401-7671q) and the Federal Water Pollution Control Act as amended (33 U.S.C. 1251-1387). Violations must be reported to the Federal awarding agency and the Regional Office of the Environmental Protection Agency (EPA). The Village of New Auburn reserves the right to reject any and all bids, without cause, to waive irregularities and informalities therein and to award the Contract in the best interest of the Village of New Auburn.
