Site work and paving for a civil project in Grand Forks, North Dakota. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The City of Grand Forks is requesting proposals from qualified firms to provide professional design services for a cosmetic renovation or redesign of the floodwall entrance in Downtown Grand Forks. The floodwall entrance is located along Demers Avenue in downtown Grand Fork. It was installed as part of the flood protection system after the Flood of 1997, as an integral piece of the flood protection system. The structure is used to seal off the river from the community during a flood. It has been twenty-five years since the floodwall entrance was constructed and it is due for a cosmetic upgrade to reflect the changing downtown landscape. This renovation project is planned to occur in phases. The design phase, for which this RFQ is being issued and the selected firm will lead, is phase one and will form the foundation for the construction phase in the near future. The scope of the design phase of this project will consist of, but not be limited to, the following: 1. Create a vision, informed by public input, for a unique entrance feature that will serve as a distinguishing feature of the Grand Forks community. Communicate that vision through renderings and conceptual work. 2. Assess the current and projected uses of the surrounding space and how the entrance structure impacts access to these uses. 3. Coordinate and facilitate engagement activities, including hosting public input meetings/charrettes and working closely with various key stakeholder groups. It is critical that community engagement in this process be accessible, engaging, and frequent. 4. Work closely and regularly with City staff and key stakeholder groups, including the U.S. Army Corps of Engineers, throughout the design process. Monthly progress meetings shall be expected to occur, with additional meetings and/or presentations to be held if necessary. 5. Assess and develop designs that incorporate public art, facilitate improved connectivity between the Greenway and downtown community, and that utilize CPTED (crime prevention through environmental design). 6. Develop renderings illustrating all aspects of proposed design elements. These renderings should be accompanied by actionable plans and specifications of sufficient detail to put out for public bid for construction. The chosen firm may be considered for management of this project throughout the construction phase. 7. Develop cost estimates for all proposed design concepts and their elements to aid in future decision-making processes. Include a range of options for proposed architectural features, including paving, greenery, equipment, seating, etc., and how each impacts cost estimates. Provide phasing options for construction and their impact on cost. The above list includes many of the community priorities and amenities that are desired in the final design. This list is not meant to be comprehensive in any way, rather it is meant to provide the minimum expectations for the design process. Firms may propose additional elements that may enhance the overall project. 1. Submissions must be signed by a duly authorized official of the submitting firm. 2. No reimbursement shall be made for any cost incurred in responding to this Request. 3. No member, officer, or employee of the City of Grand Forks, its governing body or of any local public body having jurisdiction within the City of Grand Forks' service area, shall have any interest, direct or indirect, in any resultant contract or the proceeds thereof. 4. The City of Grand Forks reserves the right to waive irregularities, to reject any or all proposals, to resolicit proposals, and to negotiate with selected proposers if such action is deemed to be in their best interests. 5. The City of Grand Forks retains the right to negotiate modifications to all submissions. The method of contractor selection has not been determined at this time.
