Combined Synopsis/Solicitation Number: W912HQ22SH01 Request for Quotation -Install supplementary heat for Building 2584 and 2591 on the grounds of the Humphrey's Engineering Center (HEC). I. GENERAL INFORMATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice and FAR Part 13 procedures. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07, dated 11 August 2021. A Firm Fixed Priced (FFP) award will be made in accordance with the following: This acquisition is being solicited as a 100% Small business set-aside. The North American Industrial Classification System (NAICS) code for this acquisition is 238220--Plumbing, Heating, and Air-Conditioning Contractors; with a size standard of $16,500,000.00. II. NATURE OF ACQUISITION: The U.S. Army Corps of Engineers Office of History has a requirement to purchase the services stated below. This procurement will be awarded under Simplified Acquisition Procedures. All questions must be received by Monday, 24 May 2022 6 pm EST. Quotes must be received no later than Monday, 1 June 6 pm EST. Electronic quotes submitted via email are required. Email questions and quotes to the Contract Specialist, Rick Klein at Richard.C.Klein@usace.army.mil. It is the Offeror's responsibility to ensure the quote has been received by the contracting office via email. Fax quotes will not be accepted. Late quotes will be processed in accordance with FAR 52.212-1(f) "Late submission, modifications, revisions, and withdrawals of offers." Upon receipt of the electronic offer, the Government will acknowledge receipt of that offer via email to the Offeror. III. SCHEDULE OF SUPPLIES/SERVICES: The U.S. Army Corps of Engineers has a requirement for supplementary heat installation at Buildings 2584 and 2591 on the grounds of the Humphrey's Engineering Center (HEC). Period of Performance: All work is to be completed no later than 4 months after the date of contract award. Performance will take place at: The Offeror's facility; some travel may be required. See the SOW for additional information. IV. BASIS FOR AWARD All offers will be comparatively evaluated based on the factors described below: Technical Capability and Price. Offers must be submitted using the CLIN structure below in Factor 2- Price. Factor 1 - TECHNICAL: The Offeror must submit a technical work plan to detail how the Offeror will meet the performance requirements in the Statement of Work. The Offeror must limit their technical work plan to no more than fifteen (15) typed pages that explains the Offeror's capabilities as required in the PWS, paragraph 5 - Qualifications and Experience, and ability to produce a manuscript meeting the requirements in the SOW. Key personnel resumes are highly encouraged and do not count against the page limitation. Subfactor 1.1 - Technical Understanding and Approach The Government will assess the quality of the proposal; determine the Offeror's understanding of and knowledge of the performance requirements; ability to meet the required period of performance/delivery dates; whether the proposal identifies potential challenges which may occur as a result of performing the work; and whether the Offeror mitigates the inherent risk in achieving the contract's performance requirements. The evaluation will also consider the degree to which the proposed work plan provides assurance that the services will meet the program's requirements and the minimum requirements set forth in the SOW. Subfactor 1.2- Task Staffing-Level of Effort-Qualifications The Government will assess the proposed personnel for each task (base and option tasks), the level of qualification of personnel assigned to each task, the level of effort for each personnel assigned to each task, and the overall level of effort for the task order. The evaluation will consider whether the proposed personnel used are appropriate for the required services, whether the amount of labor hours for each task is appropriate, and whether the overall level of effort is appropriate for the requirement. The evaluation will also consider the qualifications and experience level of key personnel identified in the technical work plan; and how those personnel will be used to maintain the required level of quality for the required deliverables and mitigate risks associated with successful completion of the contract. General Overview Install Supplementary Heat for Buildings 2584 and 2591on the grounds of the Humphrey's Engineering Center (HEC), which are part of the US Army Corps of Engineers Civil Works. A.1 The Contractor shall provide all labor and material to complete specified scope. A.2 All work shall be performed during normal business hours (700-1630). A.3 See below for required work actions. Technical point of contact for questions or project visit (recommended) is Rodney Roberts, 703-428-6644, room G3 in building 2593. The period of performance shall not exceed 120 calendar days from NTP. A site visit is available for pricing of work to be performed. B. Performance of Work 1. Contractor (KTR) shall install one (1) 24000 btu ceiling heater in building 2584 mail room. 2. Heater shall include thermostat and electronic components. 3. KTR shall supply all piping and wrap all piping with insulation. 4. KTR shall install one (1) boiler with buffer tank and pump in building 2591. 5. KTR shall install new controls, coils, flue and gas pipeline. 6. KTR shall supply all piping and wrap all piping with insulation. 7. KTR shall do an operation check and provide a completion report. 8. KTR shall comply with all Federal, State and Local codes and regulations which include, but are not limited to, the latest National Fire Protection Association Codes, National Electrical Code, and the Unified Facilities Criteria.
