Notice is hereby given that the Board of Commissioners of the Port of New Orleans (Board) is requesting the submittal of Proposals from firms licensed to do business in Louisiana (Prime Consultants) who have demonstrated commensurate experience and expertise for providing debris and waste monitoring and management and other professional services as described in Appendix "A". The Board intends to enter into a Time & Materials contract for these services to be used on an as-needed basis with approximately one Prime Consultant for a period of three years for an amount not to exceed $350,000. While the contract will be between the Prime Consultant and the Board, the Prime Consultant can develop teams consisting of sub-consultants. It is anticipated that the contract will be administered by Board staff. It is anticipated that a contract will be approved by the Board within 45 calendar days after receipt of proposals. Notice of such will be issued to the successful Prime Consultant immediately following the Board's approval and the successful Prime Consultant shall have 14 calendar days after this notice to execute the contract with the Board. The contract cannot be executed without both affidavits, other exhibits listed in the contract, and all insurance certificates. Certificates of insurance are required for the successful Prime Consultant and all sub-consultants. The Prime Consultant must submit with its proposal a PONO SF 24-102 form (refer to Appendix "K") for it and for each sub-consultant that is proposed for this contract. Failure to comply may be cause for disqualification and removal from further consideration. During the contract term, the Board reserves the right to request a change in the key personnel that a firm has assigned to the project team, if deemed by Board staff to be in the best interest of the Board and/or the project. Upon request, the successful Prime Consultant and/or subconsultants shall furnish resumes of qualified personnel in their firms who are available as substitutions. The Board encourages the participation of Disadvantaged/Small Business Enterprise (DBE/SBE) firms on the consultant team. In order to receive points for participation, firms included in the proposal that have any such status must submit with the bound proposals evidence of a current certification from at least one of the following entities that issues such certifications: 1) the SLDBE program run by the City of New Orleans, 2) the State of Louisiana's Department of Economic Development's SBE Hudson Initiative program or 3) the Federal Small Business Enterprise Program. The Board does not have a certification program, but accepts certifications issued only by these public entities as long as these programs are race and gender neutral. Failure to include such information with proposals will be taken to mean that firms have no such current certification.
