Notice is hereby given that the Board of Commissioners of the Port of New Orleans (Board) is requesting the submittal of Proposals from firms licensed to do business in Louisiana (Prime Consultants) who have demonstrated commensurate experience and expertise for providing disaster recovery and response and other professional services as described in Appendix A. The Board intends to enter into a Time & Materials contract for these services to be used on an as-needed basis with approximately one Prime Consultant for a period of three years for an amount not to exceed $350,000. While the contracts will be between the Prime Consultant and the Board, the Prime Consultant can develop teams consisting of sub-consultants. It is anticipated that the contract will be administered by Board staff. All inquiries shall be directed to the Procurement Department at procurement@portnola.com by June 3, 2022 at 11:00AM (CST). The Board will issue addenda to this RFP if necessary. Questions and answers, addenda to this RFP, and all forms required will be posted on the Boards website at electronically The Board encourages the participation of Disadvantaged/Small Business Enterprise (DBE/SBE) firms on the consultant team. In order to receive points for participation, firms included in the proposal that have any such status must submit with the bound proposals evidence of a current certification from at least one of the following entities that issues such certifications: 1) the SLDBE program run by the City of New Orleans, 2) the State of Louisianas Department of Economic Developments SBE Hudson Initiative program or 3) the Federal Small Business Enterprise Program. The Board does not have a certification program, but accepts certifications issued only by these public entities as long as these programs are race and gender neutral. Failure to include such information with proposals will be taken to mean that firms have no such current certification.
