The Metropolitan Government of Nashville and Davidson County (Metro) and Nashville Department of Transportation (NDOT) are seeking a firm(s) to provide engineering design services as needed for complete streets projects, including sidewalks, bikeways, multi-use paths, new roads or road extensions, expansions, or other roadway improvements. Engineering firms or firm teams should be proficient in design of all related aspects of complete streets, including traffic signal modifications,
roadway and pedestrian lighting, street tree best practices, Vision Zero design considerations, stormwater and erosion control, utility relocations, retaining walls, railroad crossings, sustainable construction
materials, etc. Firms should also have demonstrated experience in completing environmental studies meeting the requirements of the National Environmental Policy Act (NEPA) for these types of projects.
Metro intends to award multiple offers on this contract. Purchase order assignments will be on a rotational basis. The initial contract will be for 3 years (not to exceed 36 months) with two possible 1 year (not to
exceed 12 months) extensions. The cumulative contract period will not exceed 60 months. Background This engineering design work is a significant part of the NDOT Sidewalk and Bikeway Program to improve the sidewalk and bikeway network throughout Davidson County. Sidewalk and bikeway projects both within and outside of existing rights-of-way are expected to comprise the majority of contracted
design work. However, other roadway design elements consistent with complete streets concepts, including full roadway design itself, may also be required. NDOT is contracting with firms to perform the
roles of Program Management Consultant (PMC). In conjunction with NDOT, the PMC has the responsibility for the overall development and management of the Sidewalk and Bikeway Program
including responsibility for project management, financial reporting, scheduling, document controls, project survey and conceptual design, design management, ROW coordination, utility coordination,
construction administration, and other activities. The PMC will oversee and coordinate design services provided by the engineering design consultant, track project status, manage project documents, monitor
deliverables, provide financial reporting, and coordinate construction projects. The PMC will oversee projects from conception through bidding, and also have overall responsibility for managing project
completion beginning from contractor award through project closeout.
