The Town of New Milford is requesting proposals from qualified professional firms licensed in the State of Connecticut to provide Final Design, Engineering, and Planning for the Town's Riverfront Revitalization Area. The Town reserves the right to reject any and all submissions. The Town of New Milford (Town) is requesting proposals from qualified firms that demonstrate competency and experience to provide buildable plans for public spaces (parks, recreational, passive) and adjacent streets (including realignment, reconstruction and parking). In addition, the firm is to provide recommendations and schematics for multi-use development by private developers or for public-private partnerships. The project goal is to prepare shovel-ready designs and plans (including specifications, schedule and cost estimates) for the Riverfront Revitalization Area in the Town of New Milford. In May 2017 the Town appointed a seven-member Riverfront Revitalization Committee tasked with developing a Housatonic Riverfront Revitalization Master Plan. The Committee is charged with, among other things: Determining how to invest in and encourage greater use of the riverfront for public and private development and recreation, Ensuring the Plan complements, benefits, and enhances the quality of life and the economy of the Village Center/Downtown, Creating and expanding connections from the Village Center/Downtown to the riverfront. The Riverfront and Brownfield Area Revitalization Master Plan, adopted in 2021, is an essential component of the Town's on-going economic development strategy to grow and sustain a vibrant downtown and revitalize and connect the isolated riverfront. The Plan is part of a larger vision to focus development within the village center, building on the proximities of intermodal transportation - bus, water, pedestrian and bicycle - and potential future passenger rail. The Plan is also incorporated into the New Milford 2021 Plan of Conservation and Development and is a priority of the Town's Long-Term Recovery Action Plan. The regional planning agency, WESCOG, lists it as a priority project in its economic plan. Question Submission Deadline:June 30, 2022, 5:00pm Question Response Deadline:July 13, 2022, 5:00pm Interviews completed by:September 2, 2022 Contract Awarded by Town:September 29, 2022 Tentative Project Completion Date:September 29, 2023 The scope of work ("Project") requires the integration of the disciplines of landscape architecture, civil engineering, planning, architectural and regulatory standards, recreational planning, plus other input as needed. The Town anticipates that project leadership should come from the landscape architecture/urban design/planning discipline. It shall be guided by the conceptual plan developed by the Committee as presented in a report by WXY Architecture + Urban Design, dated September 2020 and updated in January 2021 (See Section 10 Attachments - Resources). The Project will include: 1. Gathering significant and extensive public input utilizing a variety of traditional and non-traditional methods of engagement to achieve community consensus of the final concept and design, utilizing the WXY Riverfront Revitalization Master Plan as a starting point. a. Creating and managing a website and accompanying social media dedicated to the design process to be accessed via the Town's Website. b. Conceptual design reviews with public and Town agency input. 2. Reviewing: a. Previously completed plans, assessments and analyses; b. Infrastructure and utilities; c. Vehicular and intermodal transportation patterns and parking; d. The physical and natural environment; e. Recreational uses in the corridor and Town; f. Market data and analysis developed by others in support of this effort to identify potential opportunities to enhance economic vitality and create needed residential and commercial space. 3. Realigning Young's Field Road and its intersection with Routes 202/67 (Bridge Street) based on traffic studies, utilizing the complete streets concept, and incorporating the New Milford River Trail, with provision for increased on- and off-street parking/drop-off areas and multi-modal transportation, reduction of impacts from and to the Housatonic River, and restoration of riparian habitat. 4. Developing the Young's Field area as an outdoor four-season community recreational area with amphitheater, festival grounds and accessible parking. Recreational possibilities include: a. Children's playground b. Tennis courts c. Basketball court d. Skateboard park e. Ice skating (synthetic ice) f. Splash pad g. Sledding area h. Picnic grounds i. Amphitheater j. 911 Memorial k. Seating/gathering areas l. Kayak and paddle board access to the Housatonic River m. Fishing 5. An integrated multi-use ADA pathway system, connecting the study area to Downtown New Milford, Native Meadows Preserve, the New Milford River Trail and Route 7. 6. Integration of privately developed commercial/residential components into the overall design. This includes: recommended uses and building pad locations, square footage and acreage. 7. Reviewing previous brownfield site research and analysis and a prioritization of additional brownfield sites to assess within the focus area. Develop plan and cost estimates. 8. Facilitating an architectural design aesthetic for use throughout the corridor for both public and private realm development. 9. Coordinating landscape design including around and between commercial pad areas, throughout site circulation and parking areas, and sidewalks, pathways and roadways utilizing drought resistant and native plant landscaping and bioretention rain garden features to treat and infiltrate stormwater. 10. Planning for the restoration and environmentally friendly use of Native Meadows, a 20+ acre site along the west side of the Housatonic River, as a public nature preserve with access to the Housatonic River. 11. Proposing a developmental regulatory framework that removes impediments and facilitates private investment, including Zoning Regulations and draft Architectural Guidelines. 12. Development of a Wayfinding program. 13. Recommendation of funding sources for redevelopment/revitalization. 14. Phased implementation sequence and timetable. 15. Ongoing meetings with the Committee for progress update, input and comment. 16. Ongoing meetings with the Town's Development Services Team (DST) for input and comment. 17. Presentation of Preliminary and Final Design Plans to: a. The Committee b. The DST c. The public in community workshops d. The Town Council The Plan must emphasize connections - physical, thematic and economic - from the Riverfront to the Downtown Village Center, that are additive and cohesive, coalescing the two and ensuring that new development and activity is not a detriment to existing businesses and service providers. The principles of walkability, connectivity, mixed-uses and diversity, compatible architecture, historical integrity that co-exists with urban design, traditional neighborhood structure, smart transportation, sustainability and quality of life should be utilized. The deliverables will include: A. Existing planning document review and identification of key design elements to be included in final development plan. B. Facilitated and documented public involvement process, including all steps in plan development that may require public involvement. C. Engineered road and roadway designs, with phased construction options for both the Young's Field Road realignment project and other pedestrian walkways, bike paths and roadways within the project area. D. Shovel-ready plans for the agreed upon design of park and other publicly owned space along the Riverfront corridor, with phased construction options. - Coordinated with the Committee, Town staff and the DST for review and comment during initial design phase, and at the 30-percent, 60-percent, and 90-percent completion milestones. - Construction drawings shall be prepared using CAD format. E. Cost estimates for complete project construction, broken down by elements, with justification. F. List of relevant permitting needed for planned development and improvements. G. Renderings, virtual tour and other interactive examples of proposed plans. H. Draft Riverfront Redevelopment Design Plan Report. I. Final Riverfront Redevelopment Design Plan Report The Consultant shall be expected to submit the following materials, at a minimum: Text: Material shall be 8-1/2 x 11 in printed form. General text within the document shall be no smaller than a 11-point font; Fold-out pages shall be 11" x 17"; Text will be provided with printed or colored cover. Drawings: All drawings shall be 24" x 36" or 30" x 42" in size, unless otherwise approved by the Committee; Drawings shall be no smaller than 40 scale for engineering documents and 1/8" scale for architectural documents, unless otherwise approved by the Town; Each sheet of drawings shall be numbered as a part of a set; Text will be bound in a manner acceptable to the Town; One set of reproducible Mylar record drawings and five sets of prints shall be provided. Final Report: Five printed and bound copies of the Final Report One copy of the final report, in both MS Office and pdf format, and one set of final drawings in CAD format, compatible with the Town's system, must be provided on a compact disk. The Method of Contractor Selection has not been determined at this time.
