The purpose of the PNA is to inform the consultant community of an upcoming RFP opportunity Full scope of work instructions and requirements for the upcoming RFP are to be posted as indicated below in the anticipated schedule No submittals are due during the PNA The consultant shall provide Property Management Demolition and Removal Services to Georgia Department of Transportation hereinafter referred to throughout this PNA as Department or GDOT on an oncallas needed basis Department policy is to demolish and remove structures and improvements within the required Right of Way ROW as soon as practical during the postacquisition phase of a ROW project The Department is soliciting an Open Agency Contract from prequalified ROW Property Management consultants in the disciplines listed in the section labeled Anticipated Right of Way Service Classes Requirements to provide inspection abatement and demolition of improvements structures or other encumbrances and underground storage tank UST removal in the ROW andor easement areas or on GDOT owned property Details for delivering these services is further provided in the Georgia Department of Transportatios Right of Way Manual Chapter 9 httpwwwdotgagovPartnerSmartDocumentsROWROW20Policies20and20ProceduresCh20920 Property20Management20Demolitionpdf All services must be performed in compliance with 29 Code of Federal Regulations CFR 19261101 40 CFR part 61 61145 subpart M 23 CFR 49 CFR Rules and Regulations of the State of Georgia Chapter 120311 National Fire Protection Association NFPA 329 NFPA 30 Appendix B procedures contained in American Petroleum Institute API publication 1604 Rules of Georgia GA Department of Natural ResourcesChapter 391315 Georgia Comprehensive Solid Waste Management Act of 1990 and the Georgia Rules for Solid Waste Management Chapter 39134 Georgia Environmental Department EPD and GDOT ROW Manual Chapter 9 Asbestos Inspection An asbestos inspector is a trainedaccredited professional who inspects a home or building for asbestoscontaining material These inspections include visual and physical assessments and collecting samples of suspected materials for testing An inspector should provide a written report Asbestos Inspection Report that includes the laboratory results identifying what materials if any contain asbestos The inspector shall identify what corrections are needed and if repair or removal of asbestos materials is performed ensure the asbestos abatement contractor has followed proper procedures including during cleanup and monitor the air to ensure no increase in asbestos fibers An asbestos abatement contractor repairs or removes asbestos materials To avoid a conflict of interest the asbestos inspector shall not be affiliated with the asbestos abatement contractor Asbestos Abatement Asbestos Inspectors must perform thorough inspections for friable and nonfriable asbestoscontaining materials ACM notify the Environmental Protection Division of the Georgia Department of Natural Resources GA EPD and remove all ACM that is friable or will become friable that is found at or above the trigger quantities wet package label the ACM before removal and keep wet until at disposal site generate Waste Shipment Record and notify GA EPD prior to demolition The asbestos abatement contemplated and covered in this scope of work consists of the equipment supervision and all other services required for the complete abatement removal and proper disposal of asbestoscontaining or contaminated materials of the assigned structures The work will be completed in strict accordance with the Technical Specifications dated April 2018 see documents entitled Asbestos Abatement Technical Specifications and Demolition Technical Specifications within this PNA posting for details The demolition contractor ensures the designated improvements debris structures and other site improvements are properly removed from the ROW andor easements All demolished improvements and debris must be removed and disposed of properly in an appropriate landfill or recycled in accordance with the provisions of the Georgia Comprehensive Solid Waste Management Act of 1990 and the Georgia Rules for Solid Waste Management Chapter 39134 The work will be completed in strict accordance with the Technical Specifications dated May 2018 see documents entitled Asbestos Abatement Technical Specifications and Demolition Technical Specifications within this PNA posting for details The GA EPD Project Notification Form must be submitted through the Georgia EPD Online System GEOS portal A screen shot of the GEOS portal confirming the date of submittal of forms to the GA EPD or a Portable Document Format PDF copy of the submittal shall be kept as part of the project records A copy of the GA EPD Project Notification Form shall be submitted to the Site Inspector All specific details will be listed in the PreDemolition Report provided by the Site Inspector See responsibilities related to UST Removal The UST removal contractor furnishes all labor materials equipment and incidentals required for the removal of underground storage tanks and associated product pipingventing including but not limited to removal and disposal of unverified quantity of existing liquids within USTs removal of concrete paving covering the tanks field sampling preparation of the UST closure report and submission of photos for documentation Site inspectors examine ROW projects with property management needs to verify compliance with state and federal specifications codes and regulations The inspector reviews the available right of way plans and other available plans within the construction plan set survey the soil at demolition sites monitor demolition monitor asbestos progress examine electrical and mechanical systems ensure fire safety systems are in place utilize survey instruments to verify completed work take photos for documentation and maintain a log An inspector may provide or review a written report Asbestos Inspection Report and a PreDemolition Report The Site Inspector acts as the Project Manager for property management demolition and removal parcel needs The Department desire is to establish open agency contracts to engage the awarded consultants as jobsneeds are identified by the Department The awarded contracts shall be in effect for up to five 5 years and will contain a menu of services with prices see document entitled Proposed Menu of Services within this PNA posting for details as provided by the consultant during the solicitation period The contract shall include options for price increases andor decreases during the term of the agreement at specified intervals The consultants are not guaranteed a minimum amount for the open agency contract The Departments Office of RightofWay will determine the services needed for each individual job project and will determine the estimated qualities for each line item in the menu of services The Department will reachout to the consultants to gather costs of items required but not available in the open agency contract for each job The Department will calculate the total cost for each consultant by multiplying the projects estimated quantities by each consultants unit rate in the master agreement and then add in costs of items required but not listed in the open agency contract The consultant with the lowest cost will be the first considered for the job A Virtual Industry Forum will be conducted at the date and time noted in the section entitled Anticipated Schedule At this meeting the Department will provide information about the contracts delivery goals anticipated scope and schedule Participants will be allowed the opportunity to ask questions during this meeting Notice Announcement through the posting of the RFP until successful respondents are selected and awards are made official and announced firms are not allowed to communicate about this PNARFP Solicitation or scope with any staff of GDOT including the Commissioner and GDOT Board Members except for the submission of questions as instructed in the upcoming Request for Proposal with the contact designated in the PNARFP or as provided by any existing work agreements For violation of this provision GDOT reserves the right to reject the submittal of the offending respondent GDOT reserves the right to modify all information provided in this PNA in the forthcoming RFP at its sole discretion
