THE CITY OF ELMA REQUEST FOR QUALIFICATIONS (RFQ) Elma Main Street and Highway 12 Intersection Evaluation PROJECT DESCRIPTION The City of Elma is requesting interested consu(SOQ) for an Intersection Improvement Plan at the T intersection of East Main St. and HWY 12 extension. The plan shall document best alternatives, planning level opinion of construction costs and a summary recommendations memorandum. Prepare traffic study, planning level drawings and cost estimates, and a summary recommendations memorandum and public meetings. The project has a 0% DBE goal. The traffic study will include the following: Existing Traffic Volumes Existing Traffic Operations Pipeline Projects and Growth Build-year Traffic Volumes Build-year Traffic Operations Design-Year Traffic Volumes Design-Year Traffic Operations Documentation of Analysis and Improvement Recommendations Due to the proximity of state infrastructure, coordination for the traffic study, including evaluation and recommendations, will include coordination with WSDOT. The City of Elma reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this project. EVALUATION Submittals will be evaluated and ranked based on the following criteria: 1) Experience in successfully completing similar work (10 points); 2) Staff availability and proven ability to meet project schedule (10points); 3) Knowledge of relevant standards and ability to work with local agencies (15 points); 4)Assigned project staff experience with managing federally funded projects using Local Agency Guidelines (25 points); 5) Proven ability to meet project budgets (10 points). Interviews of the top three firms will be conducted either in person, or videoconference. SUBMITTAL REQUIREMENTS Submit four hard copies of the SOQ along with a PDF on cd. Include firm name, telephone and fax numbers, names of principal in charge and project manager, and the number of employees in each firm proposed to work on the project. Provide a minimum of three references with current contact information. Submittal package shall be limited to eight pages, including cover letter, excluding resumes. Double sided pages will count as two pages. The City of Elma encourages disadvantaged, minority, and women-owned consultant firms to respond. The City reserves the right to amend terms of this RFQ to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses, and to reject any and all submittals that are not responsive to this request for SOQ.
