Site work and paving for a mixed-use development in Bainbridge Island, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Bainbridge Island ("City") is soliciting statements of qualification from interested architectural/engineering consulting firms with an expertise in planning and design of shared use paths and side paths along a state highway. The Sound to Olympics (STO) Trail is a proposed 40-mile shared-use trail connecting the Puget Sound in Winslow on Bainbridge Island to the Olympic Discovery Trail in Jefferson County. The STO Trail is designated a part of the Great American Rail Trail (GART), a 3700-mile cross-country route connecting the Atlantic and Pacific coasts. The STO is the proposed route of the GART across Bainbridge Island, generally following SR 305 from the ferry terminal in Winslow 6.6 miles north to the Agate Pass Bridge. The City has built approximately 1.1 miles of the Sound to Olympics Trail along SR305 from the Bainbridge ferry terminal to Sakai Park just north of High School Road, and desires to continue planning the remainder of the trail, as well as preliminary design of the next segment. The following tasks indicate broad areas of consideration: 1. Recommend an alignment for a separated shared use path along the corridor and solidify concepts for connections or branch trails. This analysis will focus on alignments within the highway right-of-way but is not intended to exclude the development of trail sections outside the highway right-of-way. 2. Provide a conceptual (30%) design for a separated shared use path for the section through Sakai Park to the southwest intersection of Madison Ave and SR305. The submittal shall be in PDF format, sixteen (16) pages maximum, 8 1/2 x 11 inches, 12-point font minimum. All pages count toward the page total except the cover(s), introductory letter, and organizational chart (if included). The proposal shall be submitted in the format as outlined below. 1. Brief Description of Firm - Describe your firm's areas of expertise and other information that helps to characterize the firm. Provide the name, title, address, and telephone number of the primary contact. 2. Project Manager's Experience - Identify the project manager who will be responsible for this project. List the project manager's relevant experience and similar work, emphasis on; experience with developing shared-use path projects in accordance with Local Agency Guidelines (LAG) as published by the Washington State Department of Transportation. Include at least two professional references for the Project Manager. 3. Personnel - Describe the project team including name and office location of key personnel including sub-consultants. Describe key personnel's proposed roles and responsibilities on this project, and relevant related experience. 4. Project Approach - Describe the tasks that must be accomplished to complete the project and a narrative description of how the firm proposes to execute the tasks. Describe how the firm will be able to collect or verify field data in a timely fashion. Describe particular challenges which you foresee this project presenting and your approach for addressing these challenges. The City reserves the right to: Reject any and all responses; Waive minor irregularities in a response; Cancel, revise, or extend this solicitation; Request additional information on any response beyond that required by this RFQ; Have the final decision on the selection; and, Modify the timeline and to issue addenda to this document. Consultant scope and fees will be negotiated with the selected firm as part of the proposal development and negotiation process. The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ. All consultants must demonstrate compliance with the City's insurance requirements and obtain a City Business License at the time of contract approval. All consultants to whom submit must not be debarred to work on any city projects. The method of contractor selection has not been determined at this time. As of May 27, 2022, the due date and time has been confirmed with the owner.
