The Environmental Resource Management (ERM) division is responsible for municipal solid waste management, including waste reduction, recycling programs and the operation of Hartland Landfill. Environmental Resource Management (ERM) in the capital region is based on the 5R hierarchy of Reduce, Reuse, Recycling, Resource Recovery and Residuals Management, with the goal of extending the life of Hartland Landfill by minimizing waste disposal and maximizing diversion opportunities. The purpose of this Request for Proposals is to invite selected consultants to submit proposals to work with Capital Regional District (CRD) ERM staff to undertake a study to determine the sources and composition, by weight and/or unit counts, of municipal solid waste disposed at Hartland Landfill. It is fundamental to this Request for Proposals that all documents, produced by the consulting firm, are the property of the CRD and may be used at the sole discretion of the CRD. The objective of the 2022 waste composition and generation rates study, is to establish current data on the composition of the region's municipal solid waste for the purpose of: - Obtaining sector specific data: - Single family dwellings, including drop off at the Hartland bin area - Multi-family dwellings - Industrial, commercial and institutional (ICI) - Construction, renovation and demolition materials - Comparing new 2022 data against data from previous waste composition studies - Establishing a baseline for new program initiatives - Identifying materials that may be targeted for potential new program initiatives - Providing data to inform future strategies or initiatives The method of contractor selection has not been determined at this time.
