Teton County Integrated Solid Waste and Recycling (ISWR) is requesting proposals for a consultant to develop the Wyoming Department of Environmental Quality Chapter 6 Solid Waste Management Permit Renewal for the Teton County Transfer Station located in Jackson, Wyoming. The Transfer Station is classified as a transfer, treatment, and storage facility by the Wyoming Department of Environmental Quality (WDEQ). The purpose of this RFP is to retain a consultant to develop the WDEQ Chapter 6 Solid Waste Management permit renewal required to operate the facility. Teton County's current permit expires September 24, 2023. The Transfer Station site consists of approximately 24.2 acres owned by Teton County, Wyoming, and is located approximately 4.5 miles south of Jackson, Wyoming. The Transfer Station serves as a collection and processing location for solid wastes. This includes the following: Municipal Solid Waste (MSW) for collection and transfer to an offsite landfill. Dead wildlife and domestic animals for transfer to an offsite landfill. Scrap metal, tires, and concrete for reuse. Organic waste for processing by composting or reuse as fuel. The Transfer Station serves the residents and businesses of Teton County, Wyoming. It also serves most of the state and federal land agencies and facilities located within the County, including Grand Teton National Park. The Transfer Station facility has undergone significant infrastructure improvements and layout changes since the last WDEQ Chapter 6 Permit was issued in 2015. Many existing site plans, aerial photos, and maps developed for the last permit do not reflect current operations and will require updating as a part of the Permit Renewal. The method of contractor selection has not been determined at this time.
