For Bettas Road Substation Construction - Labor and Material All bidders must be on the Kittitas PUDs approved vendor list prior to submitting proposals. No bidder may withdraw its bid after the hour set for the opening thereof or before contract award unless the award is delayed for a period exceeding thirty (30) days. The District reserves the right to reject any or all bids, to waive all informality or immaterial irregularity in the bidding. The District reserves the right to accept and split the awrnrd on an item basis to one or more bidders if the District determines that doing so will be most advantageous to the District (price and other factors considered). The District also reserves the right to accept the bid from the lowest responsible bidder, or to the best bidder in accordance with RCW 54.04.080, even if such lowest responsible bidder or best bidder is not the lowest bidder, and bidders by submitting bids agree to this condition. The Owner (or others) will, in general, be responsible for the following: 1. Site work necessary to establish the station pad for construction 2. Delivering the power transformer and accessories to facilities near the station site (complete). 3. Associated distribution work. 4. Associated transmission work. 5. Installation of the majority of the control house equipment/material. 6. Switch/equipment numbering. 7. Telephone, SCADA, communication, and security system installation and commissioning. 8. Input of all settings in controls and relays. 9. Testing of all equipment and protection systems, and commissioning of the station. 10. Coordinating any required clearances with BPA. 11. Installing the secondary source for station service. 12. 48VDC battery system commissioning.
