This contract is a safety improvement project which provides for the add/upgrade approximately 6,700 L.F. of safety guardrail and terminals at the following locations: Seabeck Hwy (MP 0.450-0.502, MP 0.942-1.191, MP 1.291-1.349), Lake Flora Rd (MP 5.867-5.764), Sidney Rd (MP 0.264-0.319), Seabeck Holly Rd (MP 2.097-2.111), W Belfair Valley Rd (MP 0.919-0.958), Anderson Hill Rd (MP 0.404-0.541, MO 1.202-1.278), South Kingston Rd (MP 3.674-3.691), Illahee Rd (MP 0.200-0.255, MP 0.956-1.060), Long Lake Rd (MP 3.092-3.201), Hansville Rd (MP 2.940-2.984, MP 7.418-7.575), Beach Dr (MP 0.433-0.488, MP 2.713-2.734), Miller Bay Rd (MP 0.115-0.193), and other work, all in accordance with the Contract Documents. The engineer's estimate ranges from $500,000 to $1,000,000. Bids delivered by US Postal Service shall be addressed to: Kitsap County Department of Public Works 614 Division Street, MS-26 Port Orchard, Washington 98366-4699 Prospective bidders are hereby notified that they are solely responsible for ensuring timely delivery of their bid to the place of bid opening. All bid proposals shall be accompanied by a bid proposal surety bond made payable to Kitsap County Department of Public Works in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the Special Provisions, the bid proposal bond shall be forfeited to Kitsap County Department of Public Works. Each proposal or bid shall be completely sealed in a separate envelope, properly addressed as stated above, with the name and address of the bidder and the name of the project plainly written on the outside of the envelope. A complete bid proposal shall include the following: 1) Proposal Form 2) Bid Bond 3) Bidder Responsibility Statement 4) Certification of Compliance with Wage Payment Statutes 5) Non-Collusion Affidavit 6) Proposal for Incorporating Recycled Materials into the Project 7) DBE Utilization Certification 8) DBE Written Confirmation Document (with bid proposal or within 48 hours - see 1-02.9) 9) DBE Bid Item Breakdown (with bid proposal or within 48 hours - see 1-02.9) 10) DBE Trucking Credit Form (with bid proposal or within 48 hours - see 1-02.9) 11) Local Agency Certification for Federal Aid Contracts All of the above items must be complete in all respects, including signatures (notarized where required). Bidder shall acknowledge receipt of all addendums in the spaces provided. The successful Bidder will be required to submit a photocopy of their current Washington State Contractors Registration. Failure to include all items may be cause for the bid to be considered irregular and thereby rejected. Bids or proposals received after the time set for the opening of bids will not be considered. Bidders are notified that all bids are likely to be rejected if the lowest responsible bid received exceeds the Engineer's estimate by an unreasonable amount. Kitsap County reserves the right to award the bid in a manner and on a basis, which will best serve the County, taking into consideration the Bidder Responsibility Statement included with the bids and the requirements of the WSDOT/APWA Standard Specifications and the Contract Provisions. The award of the contract, if made, shall be made to the responsible Bidder submitting the lowest responsive bid, based upon the total sum of the extension of unit prices for the bid items.
