Site work and new construction of a parking garage in Wellfleet, Nebraska. Completed plans call for the construction of a 480-square-foot parking garage; and for site work for a parking garage.

Construct a new approximately 20 X 24 foot metal garage, to include all labor, products, equipment, materials, supplies, services, foundation, electrical, gravel and supervision. The NAICS code for this acquisition is 236210 - Construction and Other Industrial Buildings - Standard Size - $39.5 million. The FAA contemplates award of a Firm Fixed Price Contract as a result of this solicitation. This requirement is set-aside and offered to all small business concerns. The estimated Cost magnitude for this project is between: $200,000 and $250,000. Projected Period of Performance for this project is approximately 90 calendar days. There is an optional site visit on June 2, 2022 at 10:00am. Meeting point: Latitude / Longitude: N 40.83277, W 100.74833 near Wellfleet, NE To attend the site visit, advanced notice via scott.babos@faa.gov and /or (907) 230-0486 is required. Build/Install - Metal Garage 20' x 24' The Federal Aviation Administration (FAA) is contracting the procurement and construction of a new garage adjacent to a RADAR facility located in the vicinity of Wellfleet, NE. The selected Contractor shall furnish all labor, products, equipment, materials, supplies, services and supervision necessary to design, fabricate, deliver and construct a new approximately 20w X 24l foot garage. "Construction" includes but is not limited constructing a garage with associated foundation and electrical, and placing gravel for access. Prior to "construction," all of the equipment and materials shall be reviewed and accepted by an FAA representative. The following items are a summary of the project and are provided solely for the purpose of describing the general nature of the work. The Contractor is responsible for accomplishing all items of work identified in the applicable specifications and provisions of the contract: A. General 1. The LBF ARSR is an active operational facility which runs 24 hours a day, 7 days a week. 2. All work shall be coordinated with the FAA and be accomplished on a "Not to interfere with FAA operations" basis. Work is to be performed during normal working hours, 7 a.m. - 4 p.m. local time, unless otherwise approved in advance. Contractor shall inform the FAA at least 10 days in advance of the proposed work schedule. 3. Equipment and materials for this work shall be stored only in FAA approved areas. 4. The Contractor shall clean up and restore the site grounds to cleared condition after work has been performed. B. Work Location 1. The site of installation is located near Wellfleet, NE. All onsite work shall be limited to this area. C. Work Description 1. EarthworQUESTIONS REGARDING THE SOLICITATION The Offeror may begin submitting questions and comments immediately after release of the SIR and up to June 3, 2022 at 2:00 PM EST. Responses to questions will not necessarily change the date proposals are to be received. Offerors must submit all questions and comments via E-Mail (Marc.LeMay@faa.gov); however, they must not be submitted via phone call. The FAA will respond by posting on SAM.gov on or about June 7, 2022. Questions and answers that clarify SIR details may be provided to all Offerors; however, the source of questions will not be identified. Discussions with potential Offerors may take place throughout the source selection process. Information disclosed as a result of oral or written discussions with an Offeror may be considered in the evaluation of the Offeror's submittal(s). Discussions with one Offeror does not necessitate communications with other Offerors. The FAA reserves the right to conduct discussions with all, some, or none of the Offeror(s), as circumstances warrant. THIS IS A REQUEST FOR PROPOSALS. NO FORMAL OPENING OF PROPOSALS WILL OCCUR, AND RESULTS WILL NOT BE AVAILABLE BY TELEPHONE. UNSUCCESSFUL OFFERORS WILL BE NOTIFIED BY LETTER, AND AN AWARD ANNOUNCEMENT WILL BE POSTED ON THE FAA CONTRACT OPPORTUNITIES WEBSITE FOR PUBLIC VIEWING. The FAA facility escort has been instructed not to answer any questions about the project during the site visit, please do not ask them any. All questions from the site visit must be submitted in writing according to the RFO's instructions in Section B, Clause B005 Solicitation Questions (above). The FAA assumes no responsibility for any conclusions or interpretations made by the contractor based on the information received by any means other than in writing from the Contracting Officer. The FAA does not assume responsibility for any understanding reached or representation made concerning conditions, which can affect the work, by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in the contract. c. To attend the site visit, advanced notice via Scott.Babos@faa.gov and/or (907) 230-0486 is required by May 26, 2022, at 3:00pm ET to the FAA point of contact listed just below. You are required to provide your company representative's name. POC: Mr. Scott Babosk: a. Prepare and grade the location of the new garage. Foundation must sit above surrounding ground level, and grade shall slope from garage and entrance space. b. Prepare entrance to the garage with gravel to match existing parking area.
