Only persons, corporations or companies having their principal place of business in Quebec or when an intergovernmental agreement is applicable, in a province or territory covered by this agreement are authorized to bid. This contract is subject to the Trade and Cooperation Agreement between Quebec and Ontario (ACCQO) and to the Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick (AQNB). Tenders must be made on the tender form provided with the estimate and must be accompanied by a tender guarantee corresponding to an amount equivalent to ten percent (10%) of the total amount of the tender including applicable taxes. This guarantee may be in the form of a certified check made out to the order of Ville de Saint-Pascal or in the form of a bid bond issued in favor of the City by an insurance company authorized to stand surety. Ville de Saint-Pascal does not undertake to accept the lowest or any of the tenders received.
