Major components of the Work include: conversion of aerated grit to vortex grit removal, new primary clarifiers, new activated sludge aeration tank, new building to house blowers and pumps, new building to house chemical feed equipment, rehabilitation of 4 existing final clarifiers, installation of solids thickening equipment inside existing building, installation of solids dewatering equipment inside existing building, new digester, conversion of nitrifying trickling filters to cake storage, installation of UV disinfection within existing chlorine contact tank, new building to house suspended air flotation system, and multiple splitter and lift station structures. Work includes structure demolition and removal, site work, and yard piping; and related electrical, mechanical, and instrumentation work associated with the improvements. Minimum Contractor Qualifications for General Contractors: The Bidder, as a company, shall have experience as a general contractor in the successful construction of at least two mechanical municipal wastewater treatment plants within 5 years prior to the bid opening date. At least one of these projects shall have a minimum construction contract amount of $30,000,000 and a minimum treatment capacity of 2.0 million gallons per day. Submitted bids that do not meet the above minimum contractor qualifications will be cause for rejection. Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. A Contractor responding to these Bidding Documents must submit to the City/Owner a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. This Work shall be subject to minimum wages and labor standards in accordance with State and Federal prevailing wages. The City of Austin reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the City.
