Site work for a road / highway in Hawi, Hawaii. Completed plans call for site work for a road / highway.

1.1 PROJECT OVERVIEW: Old Coast Guard Road in Hawi, Hawaii Island, is an approximately 1-mile asphalt road. The intent of this project is to install one road sign at three different access points to Coast Guard property on and around Old Coast Guard Road, for a total of three signs. 1.2 SCOPE OF WORK: The contractor is to provide the following services. 1. Install three road signs at the entrances to Coast Guard property at Upolu Point. Signs shall be installed on the right side of the roads facing drivers as they drive into the CG property. Signs shall be aluminum and retroflective. Signs shall conform to the MUTCD. (a) One sign shall be installed in each of the following locations: (i) 20o 14' 15.4583" N, 155o 52' 6.0474" W (ii) 20o 14' 41.8189" N, 155o 53' 10.8006" W (iii) 20o 14' 49.1298" N, 155o 52' 58.9321" W (iv) See Attachment (1) for reference. (b) Signs shall be placed with a lateral offset of 2 feet from the roadway edge. The bottom edge of the sign shall be 7 feet from the ground. (c) Signs shall read: WARNING FEDERAL ROAD AUTHORIZED USERS ONLY ROAD NOT MAINTAINED (d) Signs shall be rectangular with a black legend and border on a yellow background. Lettering shall conform to the MUTCD. Sign size shall conform to the MUTCD and be verified by CEU Honolulu. (e) Sign posts and foundation shall be designed to withstand wind loads for the area. Signs shall be attached to 12 gauge perforated galvanized steel square tube sign supports. Design shall conform to AASHTO Standard Specifications for 1276 Structural Supports for Highway Signs, Luminaires and Traffic Signs. Single square tube post to support signs shall be equipped with a device accepted by the Engineer to resist turning after installation. Device shall be submitted to CEU Honolulu for approval. (f) Remove and dispose of all excavation debris. 2. Contractor shall tone area prior to any excavation. 3. Repair any sections of grass or other ground covering damaged by construction and excavation. 4. Remove and dispose of all excavated material. 5. All work shall be performed in accordance with IBC and all local, State of Hawaii, and County of Hawaii Regulations. 1.3 LOCATION: Upolu Point, Hawaii Island, Hawaii. 1.4 LIAISON: The Project Manager (PM) is LT Kate Compagnoni. She can be reached at (808) 535-3469 and/or via email at Kate.K.Compagnoni@uscg.mil. 1.4 PERIOD OF PERFORMANCE: The total Period of Performance is 90 days. The estimated start of construction will be July 2022; the precise timeline will be coordinated with the Contracting Officer. The intention of this period of performance requirement is to complete all requisite work within the 90-day Period of Performance. 1.5 CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-site personnel, including sub-contractors (including second and third-tier subcontractors), to the PM at least 5 days prior to any site visit. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification on them and visible at all times while working on Coast Guard facilities. 1.6 CONTINUITY OF FACILITIES OPERATION: Notify the Contracting Officer, PM and FM POC's 24-hours in advance of any shutdowns. Perform all on-site work between the hours of 0800 and 1700, Monday through Friday (Federal Holidays excluded), unless otherwise approved by the Contracting Officer. 1.7 NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall notify the Contracting Officer five (5) workdays in advance of a site visit or commencement of field work. 1.8 SAFETY: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations. 1.9 TEMPORARY FACILITIES: A. SANITARY FACILITIES: No toilet facilities are available for contractor use. The contractor shall provide any temporary toilet facilities. B. TELEPHONE: No telephone services are available for contractor use. C. WATER AND ELECTRICITY: Water and electricity services are not available for contractor use. D. PARKING: The Contractor is able to park on site. 1.10 MATERIAL SUBMITTALS: A. Required pre-construction submittals include: 1. Proposed sign cut sheet and specifications 2. Post turning device submittal B. Submit two (2) weeks prior. Submittals will be returned to the contractor one (1) week after submission. Submittals shall be approved the by CEU Honolulu prior to installation of signs. Contractor must be of aware completion date and submittal approval process timeline to allow ample time for material procurement, including all long lead items. 1.11 FINAL SUBMITTAL A. Final Submittal: PDF copy of sign specification B. Schedule: Due four (4) weeks after issuance of task order.
