i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. (iv) This procurement is set aside for small business. The NAICS code is 115310 and the Small Business Size Standard is $8 mil. (v) Quotes are due Tuesday, June 6th at 1300 Mountain to BROOKE.BARKER@USDA.GOV Notes: a. Contractors must be registered in www.sam.gov in order to submit an offer on this project. Obtaining a Unique Entity Identifier (UEI) number and registering in SAM is free. b. There is no "Show-me" trip scheduled for this project, prospective quoters are strongly encouraged to view the sites themselves to make their own estimate on the amount of work needed. c. COVID restrictions have limited public access to Government offices, email is the best method to contact us with location questions. All other questions must be submitted in writing to the Contracting Officer. Construct single-track non-motorized hiking/mountain bike trail at five different locations at Bruno's Run following sustainable trail standards set by the International Mountain Bike Association (IMBA) and the Forest Service Trail Construction and Maintenance Handbook. The following implementation standards also apply for each re-route section. Stay as close to the flagging (pink) that has been installed by Forest Service as possible when constructing the trail. Construct when possible: slopes that are less than 10%, out-sloped, rolling grade dips and grade reversals that are intended to shed water off the trail. Trail corridors constructed shall have width limits of 36" to 48" with the trail tread shall be no greater than 24" wide. Contractor shall move all brush at least 20 feet away from trail or further and brush shall not exceed 24' in depth. Flush cut all stumps and at ground level. Flush cut all branches to trunk of tree. Pull all pin flags/flagging and pack out all garbage. Daily diaries will be conducted by Contracting Officer Representative (COR) assigned to the contract to make sure implementation of the re-routes are adhering to the International Mountain Bike Association (IMBA) and the Forest Service Trail Construction and Maintenance Handbook. Contractor shall store all equipment/tools in a centrally designated location at on each trail reroute segment during the contract performance period. Contractor shall sign the entrance and exiting points of the trail re-routes sections during construction as closed to the public and direct folks accordingly to the open section of trail. Contractor will communicate to the COR when trail re-route segments have been completed and can be safely opened to the public for use. Contractor shall pull in slash, debris, and other native materials to properly decommission the old trail sections after the re-route is completed.
