The City of Savannah is seeking proposals from a competent service provider(s) to assist the City in the overall management of its American Rescue Plan Act of 2021 activities, funded through the United States Department of Treasury. The City will select a project engineer and a grant management / administration firm for the project. The respondent shall designate which ARPA Service is to be provided to the City in the Statement of Qualifications. The services of a professional consultant fim1 will be to advise the City on complying with all ARPA Grant requirements. The consultant's role will be to provide strategic recommendations, verify eligibility, provide guidance, review, and provide recommendation of the City 's processes with respect to ARPA compliance. The City of Savannah anticipates utilizing consultant services throughout the life of the ARPA process. The City of Savannah is requesting qualification-based proposals for the following ARPA consultant services: - Project Development - Assistance / Submission of the application - Public Notification & Involvement - Project Eligibility ~ Bidding - Contracts/Wages - Project Management - Financial/Accounting Management/Reporting. The project name and the ARPA Consultant Services to be provided should be referenced on the submittal. The proposal will be evaluated based on the following factors: 1. Consultant's Capabilities/Experience/References for the requested services. 2. Project Team -- Personnel who would work with the City and experience of each team member. 3. Method of Approach -- Fim1's approach to working with similar projects. 4. Understanding of Requested Services and Experience with Comparable Municipalities.
