Lower Running Water Draw FRS No. 4 is a single-purpose dam that was designed and constructed as a low hazard dam. LRWD4 was constructed in 1976 on Slaton Draw, a tributary of Running Water Draw, 5.4 miles west-northwest of Plainview, Hale Co., TX. The dam was originally constructed as a low hazard dam for the primary purposes of watershed protection and flood prevention. Since construction of the dam in 1976, residential and commercial structures, major highways, and utilities have been constructed downstream of the dam. As a result, a catastrophic failure of the dam would result in property and infrastructure damages and potential loss of life. As such, the dam has been reclassified by NRCS as a high hazard dam and is being rehabilitated to mitigate identified dam safety deficiencies associated with the dam's reclassification as a high hazard dam. The rehabilitated structure includes removing the existing principal spillway inlet and installing a new standard inlet tower with the crest elevation at the existing low-stage crest elevation and connecting to the existing conduit. Lowering the existing earthen auxiliary spillway crest elevation by 1.7 feet and re-grade the inlet and outlet channels. Installing a 340 feet wide roller compacted concrete auxiliary spillway over the existing embankment with the crest elevation 2.4 feet lower than the earthen auxiliary spillway. Lowering the top of dam crest elevation 0.1 feet, re-grade the upstream slope to original slope dimensions, and flatten the downstream slope to 3:1. The principal spillway will be structed by cut and cover, and consists of a standard inlet, 30-inch RCP conduit, outlet structure will empty into the RCC stilling basin, and filter collar for piping and seepage control around the conduit. The deadline to ask questions is 7/13/2022 4:00 PM CST NRCS-5/27/2022 Performance time for completion of this contract is 550 calendar days, holidays and weather days not included. Estimated magnitude of work is $5 - $7 million. *The value for this project is based on a financial range.
