2022 Interceptor CCTV Inspection & Cleaning: Contract No. PRB 22-1 Work consists of the cleaning and inspection of sewer systems with digital cameras or color pan and tilt CCTV imagery in order to record all relevant features and confirm their structural and service condition. Inspections of sewer systems shall be carried out in compliance with the NASSCO PACP reporting format and coding standards and shall be in compliance with all applicable safety regulations and provision of the Contract Documents. All work required under the Contract Documents shall be completed and ready within the timeframes as established in the Agreement. All Bidders must comply with the qualification requirements set forth in the Contract Documents. Bids not meeting these requirements may be considered non responsive. Preparation and submission of Bid Proposals shall be made on the furnished forms and in accordance with the Instructions to Bidders and all information and forms fully completed as may be required thereby. Bids shall be enclosed in a separate sealed envelope marked "Pequannock River Basin Regional Sewerage Authority: 2022 Interceptor CCTV Inspection & Cleaning: Contract No. PRB 22-1 - BID ENCLOSED. Bid Proposal shall include all forms from the published set of "Construction Specifications". Bidders are advised that they must complete the List of Subcontractors, Bidders Qualification Statement, Corporate Disclosure Statement (if appropriate), Non-Collusion Affidavit, and other documents, and acknowledge any Addendums issued for the Contract. Each Bid shall be accompanied by a certified check, cashier's check, or Bid Bond, in a form satisfactory and payable to the Pequannock River Basin Regional Sewerage Authority, in the amount of ten (10%) percent of the Total Bid Price, not to exceed Twenty Thousand ($20,000) Dollars. The Bid Bond shall function as a guarantee that, if the Contract is awarded to the Bidder, he will enter into an Agreement with the Pequannock River Basin Regional Sewerage Authority for completion of Work under the Contract, and additionally shall provide a Consent of Surety binding a surety licensed to do business within the State of New Jersey to furnish the required bonds. Bidders are required to comply with and accept the provisions of P.L. 1975 Chapter 127 and N.J.A.C. 17:27, regarding "Affirmative Action". The Bidder and subcontractors must be registered with the Department of Labor and Workforce Development's Division of Wage and Hour Compliance as required by the Public Works Contractor Registration Act. N.J.S.A. 34:11-56.48 et seq., and possess a Public Works Contractor Registration Certificate Bidders are notified that Pequannock River Basin Regional Sewerage Authority is an exempt organization under the provision of the New Jersey Sales and Use Tax and is not required to pay a sales tax and thereby qualifies for exemptions with reference to any and all labor, services, and materials supplied to or furnished in connection with the Work performed. The attention of the Bidder is called to the conditions of employment to be observed and minimum wage rates to be paid under the Contract. The successful Bidder shall be required to comply with the provisions of the Department of Labor's current wage rates determination, and the New Jersey Prevailing Wage Act. The provisions of The New Jersey Local Public Contracts Law, N.J.S.A 40A:11-1 et seq. are incorporated herein by reference. If the Contract is to be awarded, Owner will award to the lowest responsible and responsive Bidder and give the successful Bidder a Notice of Award within sixty (60) days after the day of the Bid Opening or agree upon an extension of time acceptable to any Bidders. No Bidder may withdraw its Bid during the period beginning upon Bid opening date and ending sixty (60) calendar days thereinafter. Neither the United States nor the State of New Jersey nor any of their Departments, Agencies, or employees are or will be party to this Notice to Bidders or any resulting Contract. The Contract Documents contain appropriate guidance and language for use by the prospective Bidders. All pre-bid modifications to this solicitation will be strictly by written addenda issued in accordance with the Local Public Contracts law, (LPCL). The Pequannock River Basin Regional Sewerage Authority reserves the right to: (a) reject bids in accordance with the terms of N.J.S.A. 40A:11-13.2; (b) reject a specific bid, when determined not to be materially responsive or the bidder is determined not to be responsible; and (c) wave, or permit a post-bid cure of immaterial bid non-conformities, which may be waived or cured as a matter of law.
