Renovation of a medical facility in Bottineau, North Dakota. Working plans call for the renovation of a medical facility; and 24,900-square-foot medical facility.

**As of July 29, 2022, the owner has selected a Construction Manager. A timeline for construction has not yet been established.** Dakota College at Bottineau (DCB) is one of the eleven state-operated institutions of higher education within North Dakota and part of the North Dakota University System, which is governed in whole by the North Dakota State Board of Higher Education. DCB primarily offers associated degree and certificate programs, along with community education classes. Request the services of a CMAR to work with the college and the architect in developing full design and construction documents. The CMAR will work with the College and EAPC Architects Engineers upon award of a signed contract for CMAR services. Services to include: a. Estimating services throughout the remaining design phases. b. Construction feasibility recommendations throughout the design phase. c. Complete, single bid with single phase construction project delivery with a total project cost of $4 M including but not limited to all construction costs, site improvements (landscaping, parking, etc.), equipment costs, professional services (architect fees, CMAR fees, engineering fees, etc.), permits, soft costs, contingencies, and other related expenses. i. Procurement and supervision of all sub-contractors. ii. Coordinate all work packages and subcontractors/suppliers. iii. Establish, monitor, and enforce the construction schedule to meet the timeline requested by the College. iv. Prepare project construction reports, minutes, and schedules. v. Develop and implement a quality assurance plan. vi. Maintain a record document set vii. Implement and monitor a safety program. viii. Implement a system for cost control. d. Contract terms will be based on AIA Document A133 2017, Agreement Between Owner and Construction Manager with required NDUS modifications. 3. Guaranteed Maximum Price (GMP) e. The GMP will be provided to the owner when the drawings and specifications are sufficiently complete as mutually agreed upon by College, CMAR and EAPC Architects Engineers. This is expected to be at 25 - 50% completion of Construction Documents by the Architect. The CMAR will be required to obtain bids and/or quantify costs for all work so construction contracts may be executed within one week of completion of the Construction Document phase, or otherwise as agreed upon by the College and EAPC Architects Engineers. Savings found when bids have been obtained and cost quantified to be returned to Owner. f. The GMP must be within 5% of the last estimate provided to the College during Design Development phase or result in forfeiture of all design phase fees and CMAR shall reimburse the College for any redesign costs necessary to align the GMP with the project budget. g. It is an expectation that the CMAR will make all efforts to find savings within the project during the construction phase. h. The CMAR will be allowed to self-perform, without bidding, no more than 5% of the total of all construction. 95% of the construction must be competitively bid through a public bid process as identified in NDCC 48-01.2. i. The CMAR may self-perform any component of the remaining 95% of the construction work as mentioned above subject to submitting a bid as part of the required public bid process. j. An open book bidding process reviewed by the College is required, and the College reserves the right to accept or reject any and all bids. Questions Due: 06/08/2022 02:00 PM CT i. Paper Submittal: should not exceed twenty printed pages, excluding the front and back covers and section dividers, and shall be within a soft bound document using 8.5" x 11" portrait format paper. Provide six (6) hard copies. ii. Electronic Submittal: provide one (1) electronic format copy of the submittal on an electronic thumb drive and/or via email. This copy shall be a non-editable PDF version of the paper copy.
