Site work and paving for a mixed-use development in Great Falls, Montana. Working plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
Each bid must be accompanied by a Certified Check or Cashier's Check drawn and issued by any federally or Montana state-chartered bank or savings and loan association that is insured by or for which insurance is administered by the Federal Deposit Insurance corporation, in the amount of not less than 10 percent of the total bid, made payable to Great Falls International Airport Authority, or by Bid Bond in like amount executed by a Surety Company licensed in the state of Montana. The Bidder must supply all the information required by the Bidding Requirements and Contract Documents, and all items in all schedules of work must be bid. GFIAA reserves the right to waive any informality in any bid, any failure to fully comply with these bidding instructions, or any defect in any bid, and to reject any or all portions of the various bid items. It is expressly understood and agreed to by all bidders that what constitutes an informality or defect in any bid or in the bid process itself, whether to waive the same, and whether to determine if a Bidder is responsive and qualified, is within the sole discretion of the GFIAA and, absent fraud or corruption, the decision of the GFIAA and/or its engineers on that issue will be final, conclusive, and binding. Further, that any language in these contract documents that appears to include an absolute requirement is expressly subject to the qualifications in this paragraph. No proposal may be withdrawn for a period of 90 days from the bid opening thereof, or the bid bond amount will be forfeited. The proposed contract is under and subject to Executive Order 11246 and 11375, as amended, and to the Affirmative Action goals and timetables for minority and female participation. It is intended that work covered by this contract will be completed during 2022. The Great Falls International Airport Authority has established an overall DBE goal. Under this contract, the Airport Authority is adopting a race/gender neutral means of facilitating DBE participation. Contractors are encouraged to utilize DBEs. However, bids will not be evaluated based on DBE participation. The successful Bidder shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The successful Bidder shall carry out all applicable requirements of 49 CFR Part 26 in the award and administration of DOT assisted contracts. As required by 49 CFR Part 26, the Airport Authority is required to create a Bidder's List, consisting of information about all DBE and non-DBE firms that bid or quote on DOT-assisted contracts and to provide information about DBE firms the Bidder proposes to use to complete the work being bid. As per the requirements of the Contract Documents, all bidders submitting bids on this project must submit, with their bid, a list including the name, address, and DBE/non-DBE status of all subcontractors and suppliers that bid or quote for work under this contract, proof of each subcontractor's acknowledgment of the requirements of Mont. Code. Ann. Section 18-2-206, and Letter of Intent Forms. Failure to provide this information, as outlined in the Contract Documents, will make the Bidder non-responsive and not eligible for award of the Contract. Minimum wage rates as established by the Secretary of Labor are applicable to this project.
