The following paragraphs outline the minimum acceptable standards to be followed for the 2022 Roadway Improvement Program located in Newtown Borough, Bucks County, Pennsylvania. Work shall be done in accordance with the requirements of Newtown Borough, hereinafter referred to as the Borough, these Specifications and the applicable Specifications of the Pennsylvania Department of Transportation. The work shall be executed in the most work manlike manner by qualified, careful and experienced workmen. The Base Contract will generally include the full-width mill and overlay of portions of Borough roadways (6,910 SY/695 TON). The Base Contract work will also include 192 LF of concrete curb replacements, 620 SF of concrete sidewalk/driveway apron replacements, 45 LF of concrete cheek wall, the resetting of 144 SF brick sidewalk and 72 SF of slate sidewalk to meet ADA slope requirements and 32 SF of truncated dome inserts (4 ramps), 20 SY asphalt driveway apron, 630 SY pavement repair, 184 TON leveling/scratch course, the replacement of 1 EA C-Type inlet top, the replacement of 8 EA traffic sign posts, the replacement of 4 EA traffic signs and the replacement of all pavement markings. CLARIFICATION DEADLINE 6/23/2022 4:00 PM BID TYPE Fixed Fee Contract The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012). Completed and signed "Public Works Employment Verification Form" is required as a precondition to the award of the Contract and is to be submitted as part of the submission of the bid.Alternate/Add-On No. 1 will generally include 70 SY of pavement repair and the replacement of one Type C perpendicular crosswalk without border. Attachment #1 of PennDOT Proposal and Contract MS-944 contained in the Proposal and Contract Section of the Contract Documents, provides the quantities for each roadway. The "Instructions to Bidders" section describes the bidding requirements under this Contract. This project is subject to the terms and conditions of the Pennsylvania Prevailing Wage Act, as determined by the Secretary of Labor and Industry and, therefore, must be bid as such. Proposals must be accompanied by electronic copy of a certified check or bid bond in the amount of 10% of the total bid amount for the work. Proposals must also be accompanied by a completed Bid Form, Bidder's Qualification Statement, executed Anti-Collusion Affidavit, signed Acknowledgement of the Borough of Newtown Ordinance No. 719, Performance Bond in the amount of 100% of the Contract Price and Public Works Verification Form as set forth in the Contract Documents. Failure to submit these items with the bid proposal may result in disqualification of the bid.
