On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids. The goal for Disadvantaged Business Enterprise participation is 3% of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses. The Owner reserves the right to reject any and all bids received for just cause per State Public Bid Law.
