The Rogers Water Utilities (RWU) of Rogers, Arkansas is seeking proposals to purchase and remove Class A biosolids ("biosolids") from the Rogers Pollution Control Facility (RPCF). More information about RWU, the biosolids at RPCF, and qualifications needed, are contained in the Request for Proposals (RFP). RWU anticipates awarding contracts for biosolids purchase and removal to at least two firms, one of which will have priority for purchasing and removing biosolids. RWU reserves the right to accept the proposals that appear from all considerations to be in the best interest of RWU. In determining and evaluating the best proposals, the prices offered for purchase of the biosolids will not necessarily be controlling, but reliability, efficiency, expertise in handling biosolids, and reputation will be considered, along with other relevant factors and criteria. The complete list of factors and criteria to be considered, and complete list of requirements, will be contained in the RFP. The actual award of a contract is contingent on approval of the Rogers Waterworks and Sewer Commission. Requests for information regarding this RFP must be submitted in writing by e-mail or letter no later than July 18, 2022 to the contact above. RWU may elect to not answer questions submitted after said date. Questions and answers will be sent to all registered bidders no later than July 22, 2022. RWU reserves the right to cancel this RFP process, reject any and all submissions, to waive technicalities, formalities, and/or informalities, and to accept any submission deemed to be in the best interests of RWU.
