Renovation of a mixed-use development in Seattle, Washington. Completed plans call for the renovation of a medical facility.

Contract Title. Security Camera System Upgrade - VA Puget Sound - Seattle Campus 2. Background. VA Puget Sound, Seattle Campus operated a video surveillance system that was first installed in 2008 and has been modified several times in the intervening years. The varied installation in hardware types, and varied ages of the installed equipment, led to increased failure of this system over time and has reached its end of life. Police service, as well as mental health and pharmacy services, rely on the video surveillance system to ensure the safety of patient, staff, and visitors to the medical facility campus. Two DSSRVs were added along with local distribution switches to provide over forty IP based smart security surveillance cameras to cover the exterior entryways to the Seattle Campus. 3. Scope. This contract will continue with the third phase of the Seattle campus modernization utilizing Avigilon compatible IP cameras. The goal is to cover all main interior corridors, elevators, additional entry points and emergency exits, pharmacy entry doors, and data closets. The cameras utilized at each location will require high resolution capable of facial and trait recognition with a majority needing to be able to cover a 180-degree or greater perimeter view. The vendor is expected to provide a schedule or timeline on the removal of old and installation of new cameras in the locations identified by the VA Puget Sound. It is also expected of the vendor to verify operation of the IP security surveillance cameras, NVR's, and backup power supplies. This project will also focus on replacing the existing Cat5e cabling with new Cat6A to enable the smart features of the Avigilon camera system. The vendor is also expected to provide training on the capabilities, proper usage, and maintenance on the cameras. Installation includes connection of required power, connection to identified switch, connection to identified NVR, license allocation, and required cabling. All installations should be in accordance to manufacturer specification, applicable TiL guidelines, and any system configuration necessary for operation. Equipment to be installed includes a variety of IP security surveillance cameras, NVR standard, and UPS. All additional equipment, necessary labor, supervision, and material required to complete the project will be the responsibility of the contractor to procure. All existing equipment that has been identified for removal will be returned to VA Puget Sound Police Service. The interior cameras will utilize a surface mount for installation while the few external cameras will utilize either a pendant NTP or wall pendant mount. With the addition of an abundant number of multi-sensor cameras, an additional NVR and archiver will be needed to provide the bandwidth necessary to process and archive the video data. 6. Location List. Listed below are the locations and total amount of cameras to be installed. These estimates will require the contractor to perform a secondary survey to determine data and power tie ins and what camera is suitable for each location. There is a speculated cumulative total of 262 cameras. Security Requirements. Contractor may require access to data and electrical closets. Contractor will be escorted by POC as necessary. There is no PHI or PII as part of this contract. 9. Inspection and Acceptance Criteria: When complete, gain concurrence from the Puget Sound POC. 10. Place of Performance. VA Puget Sound, Seattle Campus, 1660 S. Columbian Way, Seattle, WA 98108. All buildings listed in Section 5. 11. Period of Performance. Project to start as soon as notice to proceed is received. Project to conclude 9 months from NTP. 12. Hours of Service. Contractor employees shall perform the services required Monday through Friday, from 8:00 a.m. to 4:30 p.m. 13. National Holidays. The following Federal holidays are observed by the Federal Government: The Contractor is not required to provide services on the following National Holidays. Questions: Questions to this RFQ shall be submitted via electronic mail to the Contract Specialist, Laura Davis, laura.davis5@va.gov. Questions shall be accepted until 9:00 AM (Pacific) on 15 June 2022. The Government is not obligated to respond to any questions received after that date and time. All questions received within the designated timeframe that the Government considers relevant, will be answered. ONE Response to questions will be provided as an amendment to the RFQ that will be made available to all potential Offerors. Telephonic inquires will not be responded to. 7. Quote Preparation Instructions: 7.1. Specific Instructions: Submit signed and dated offers to Contract Specialist, Laura Davis, laura.davis5@va.gov. All Quotes shall be legible and prepared in the following general format to be properly evaluated. Submit offers no later than 29 June 2022, 9AM Pacific to laura.davis5@va.gov. Offers shall be complete, self-sufficient, and respond directly to the requirements of this solicitation.
