Request for Bids (RFB) 11711 Job Order Contract (JOC) No. 305 for General Engineering Contractor Offerors shall, at the time of submitting a bid, be registered with DIR and possess an active California State Classification, A General Engineering Contractors License. The County of San Diego is seeking bids from firms ("Offerors") for a Job Order Contract, a competitively bid, firm fixed priced indefinite quantity contract (JOC). It includes a collection of detailed repair and remodel tasks and specifications that have established Unit Prices. It is placed with a contractor for the accomplishment of repair, remodeling (including but not limited to alteration, modernization, maintenance or rehabilitation), or other repetitive work on buildings, structures, or other real property at different locations throughout the County, as authorized by Public Contract Code section 20128.5. Ordering is accomplished by means of issuance of a Job Order against the Contract. If the need arises, the County reserves the right to require the Successful Bidder to work at any location or facility under the jurisdiction of the County. The Successful Bidder, under the JOC contract, furnishes all management, labor, materials and equipment needed to perform the work, unless otherwise specified. The bid documents include a SimplebidTM Unit Price Book ("UPB") containing construction tasks with preset unit prices. All unit prices are based on local labor, material and equipment prices and are for the direct cost of construction. The County is requiring that all Successful Bidders be able to report to the County Operations Center, 5560 Overland Avenue, San Diego, CA 92123 within one (1) hour of notification. The resulting contract will be for a term of one (1) year or until expenditure of the maximum potential value of the Contract, whichever occurs first. The Contracting Officer for this solicitation is Martha F. Trevejo, Procurement Contracting Officer, Martha.Trevejo@sdcounty.ca.gov. Questions due June 13, 2022 prior to 5:00 p.m. The County will provide an overview of the JOC concept, explain the JOC process, explain affirmative action requirements (reference San Diego County Code of Administrative Ordinances Article IIIk (beginning at Sec. 84)) and Disabled Veterans Business participation, bidding and contracting procedures, and answer questions. Requests for clarification related to definition or interpretation of this RFB shall be submitted in writing as Questions in accordance with Section 8 (Duty to Inquire, Questions, and Explanation to Offerors). Attendance at the pre-bid conference is encouraged but not mandatory. Questions regarding this RFB shall be submitted in writing to the Contracting Officer by the Date and Time listed in Schedule, in accordance with Section 8 (Duty to Inquire, Questions, and Explanation to Offerors). Oral explanations or responses to Questions will not be binding upon the County. Concerns or comments regarding this solicitation should be directed to the Contracting Officer. Each bid shall be accompanied by cash, a certified or cashier's check, or a bidder's bond executed by an admitted surety insurer as defined in California Code of Civil Procedure section 995.120 ("Bid Security") in an amount of not less than ten percent (10%) of the maximum contract value. Bid Security shall be given as a guarantee that the Successful Bidder will, within the period required by the County, execute the revised contract and provide any required bonds. If the Successful Bidder fails to do so, the Bid Security shall be forfeited to the County, or the principal and surety on the bond shall be liable to the County for the principal amount thereof in accordance with its terms. Any Attorney-in-Fact shall attach a certified copy of the Power of Attorney. The Successful Bidder (s) shall provide to the County a performance bond using the included County form, issued by an admitted surety insurer as defined in California Code of Civil Procedure section 995.120, and in a sum equal to one hundred percent (100%) of the total contract price within ten (10) days of contract award. The cost of providing the bond shall be included in the bid price, and no additional compensation will be allowed. If a Successful Bidder fails to timely provide the bond, the County may, at its option, enforce the bid bond or retain the Bid Security, if applicable, determine that the Successful Bidder is in default, and/or take any other enforcement action.
