Renovation of a water / sewer project in Westover, Maryland. Completed plans call for the renovation of a water / sewer project.

The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to provide a specialized company, referred to as Membrane Installer Company (MIC) to remove the old elements, prepare and clean the vessels and install new RO elements, all with their own or haired staff. Located at the Eastern Correctional Institution Water Treatment Plant located at 30420 Revells Neck Rd, Westover, Maryland 2189. Go to MES Procurement Portal Bonfire website. - General A. Maryland Environmental Service (MES) operates 2.0 MGD RO plant located at the Eastern Correctional Institution Water Treatment Plant located at 30420 Revells Neck Rd, Westover, Maryland 2189. The project was designed by WATEK Engineering Corporation. B. After over 11 years of successful operation, MES operations have decided to replace the RO elements for reduction in power consumption and preparing the facility for many more years of successful operation. Clean in Place (CIP) was performed for Skid A about 3 years ago. CIP was not necessary for the other two skids (Skids B and C) in 11.5 years of operation. C. Pretreatment consists of 5 micron cartridge filters and Avista Vitec 8200 fed at 2 mg/L. D. MES is solicitating bids for a specialized company, referred to as Membrane Installer Company (MIC) to remove the old RO elements, prepare and clean the vessels and install new RO elements, all with their own or hired staff. E. MES have very limited staff managing multiple facilities and cannot assist in the installation. However, they will assist with any reasonable operational changes to accommodate this project. MES may also have part time operators to witness the installation, as training. F. WATEK Engineering staff will witness key installation phases and will witness profiling and testing. G. The current RO skid capacity, size and design parameters are shown in the table below. RO feed flow/skid 385 gpm Permeate capacity/skid 308 gpm Raw water bypass for blending/skid 120-200 gpm Number of RO skids 3 Stages 2 Array (2:1), Pressure Vessels (PV) 10 (1st), 5 (2nd) First Stage Two columns of 5 PV Second Stage One column of 5 PV Design RO Skid Recovery 82.0% Membrane diameter (standard) 8-inch Membrane length (standard) 40-inch Membrane area (standard) 400 sq. ft Pressure vessel length 6 elements long Number of vessel positions vertically 5 Number of vessel positions horizontally 3 Total number of RO elements in facility 270 Maximum Skid Average Permeate Flux 12.5 GFD A. RO Membrane Elements 1. The membrane elements shall be thin film composite Reverse Osmosis membranes with 400 square feet of nominal active membrane surface area in a standard 8-inch 40-inch spiral wound configuration. 2. Minimum performance required: Salt Rejection 99.65 % Permeate Flow 8,900 gpd 3. Provide projections and documentation to certify the above performance requirements. 4. The operating characteristics of the membrane elements shall be measured at the following conditions: Test solution 2000 mg/l, NaCl solution Applied pressure 225 psi Test temperature 25 degrees C Element recovery 15% pH 8 5. The membranes shall be individually tested and permanently marked with a factory serial number. Test conditions shall be as on the membrane data sheet submitted with bid. A test report shall be submitted to the Engineer prior to membrane shipment. The test report shall provide for each element, the following: Membrane Serial Number Date of Test Test conditions: temperature, pressure, feed water composition, recovery, meeting performance requirements specified. Test results: Rejection, Characteristic membrane productivity in gpd, meeting performance requirements specified. 6. Only new membranes shall be provided. "Patched" new membranes, or membranes that have been reconditioned, or refurbished, will not be accepted. 7. RO Membrane Element: Toray TM 720D-400. Due to excellent performance from these membranes, MES and WATEK intend to replace with the same type of elements.
