The project site is a tributary to Muddy Branch, identified as stream T1.5 in the Muddy Branch Watershed Study, located between Chestertown Street, Kentlands Boulevard, Midtown Road, Booth Street, and Tschiffley Square Road. In the 1990s, a series of weirs was constructed by the Maryland Department of Transportation along the stream. These weirs have failed and, absent a maintenance agreement, the City is responsible for a timely repair. The eroded channel means that the downstream wet ponds will not be accepted as water quality controls by the Maryland Department of the Environment. In addition, complaints about the weir system's impact on private property have been received. Immediately downstream from the weirs is a dry pond that is need of dredging. This project will consist of performing stream restoration/stabilization for the eroding and sediment/debris-filled channel (approximately 825 linear feet) and providing safe stormwater runoff conveyance through the area. The Midtown Dry Pond will be dredged and may be retrofit to earn water quality treatment credit concurrently with the adjacent restoration efforts. The project would include engineering/design, permitting, construction, and construction oversight. This project is expected to begin design in FY23 and proceed to construction in FY24-25. The project is included in the city's 2023-2027 Capital Improvement Program (CIP).
