Base and All Options Value (Total Contract Value): $1280379 The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, Philadelphia Major Acquisition Buying Office (PA-MABO) is issuing a Request for Proposal (RFP) on a full and open basis to all interested businesses having the capability to perform the work described below. Work will take place at the Bringhurst and the Deshler Morris Houses located at (INDE) Independence National Historical Park, Philadelphia, PA. The solicitation will be issued electronically on the System for Awards Management (SAM) website. Paper copies of the solicitation will not be made available. This construction project will be performed per the Statement of Work that will be provided when solicitation is issued, approximately 15 days from the date of this posting. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror providing the best value, based on the evaluation criteria outlined in the solicitation once issued. This requirement is being procured in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The purpose of this project is to minimize future repairs and preserve the historic fabric of the Deshler Morris and Bringhurst houses by repairing the exterior envelopes of both houses. This will require painting of exterior woodwork, repairing masonry and stucco and replacing existing wood shingle roofing system at the Deshler Morris house. Additional work may require shutter repair, repointing and foundation waterproofing. This procurement action is being solicited as a TOTAL SMALL BUSINESS SET-ASIDE. The NAICS code is 238160, Roofing Contractors, with a size standard of $16.5 million. Responsible small business concerns may submit an offer that will be considered should it meet all solicitation requirements. The magnitude of this project is between $500,000 and $1,000,000.
