PURPOSE: The purpose of this Invitation for Bids (IFB) is to solicit sealed bids to establish a contract with one qualified supplier to provide Aluminum Sign Blanks, commodity 80109 to all Commonwealth of Virginia agencies, institutions of higher education, or other public bodies (collectively "Authorized Users") as defined in the Code of Virginia 2.2-1110, 2.2-1120, and 2.2-4301 Department of Conservation and Recreation (DCR). Any contract that may result from this solicitation will be a mandatory-use term contract for use by DCR. Any contract that may result from this solicitation will be established and managed by the Commonwealth of Virginia, Department of General Services (DGS), Division of Purchases and Supplies (DPS). DCR shall place orders through eVA for any contract that may result from this solicitation SCOPE OF WORK: Aluminum sign blanks shall be in accordance with the 2012 Supplement to the 2004 Editions of the Federal Standard Highway Signs Book. The following specifications are intended to define the minimum level of quality and performance of the requested products, and shall be met or exceeded. The contractor shall provide all necessary labor, equipment, and supplies necessary to deliver the items specified below in Section A. Specifications. Bids that do not meet the minimum specifications will not be accepted. A. SPECIFICATIONS 1. COMPOSITION: Aluminum shall conform to the requirements of American Society for Testing Materials (ASTM) B209, alloy 5052-H38 or 6061-T6. 2. HOLE PUNCH: Hole punch shall be as indicated in Section B . The DCR reserves the right to change hole punch location from the location indicated at the time of order at no additional cost. 3. CORNER RADIUS: Corner radius shall be as indicated in Section B. DCR reserves the right to change the radius at the time of order at no additional cost. 4. DIMENSIONS: Aluminum shall conform to the dimensions specified in Section B. Dimensional tolerances shall conform to ASTM B209 for the specified thickness and sizes. 5. STABILITY: Aluminum cut from coil shall be thermally stabilized to reduce internal stresses and shall retain flatness after shearing and when reclaimed by both wet and dry surface grinding. 6. SURFACE FINISH: Aluminum surfaces shall be treated in accordance with ASTM B449, Class 2. Aluminum shall be free of wax, oil and any other residue which may affect adhesion of reflective sheeting. 7. TESTING: The Contractor shall be responsible for the compliance of all offered products with the requirements specified herein. DCR reserves the right to perform any testing where such tests are deemed necessary to assure that products and services conform to prescribed requirements. 8. FACTORY QUALITY CONTROL: The manufacturer shall maintain laboratory facilities and personnel or rigid quality control. Materials and performance testing shall be a part of the manufacturing operations. Such results and records of tests shall be open to inspection by DCR. 9. SAMPLING AND INSPECTION FOR ACCEPTANCE: Sampling and inspection shall be performed in accordance with the provisions set forth in MIL-STD-1916 or by other sampling methods acceptable to DCR, except otherwise indicated herein. For purposes of sampling, an inspection lot for acceptance inspection and test shall consist of all materials of the same type or grade submitted for inspection at the same. 10.QUALITY ASSURANCE AFFIDAVIT: Each shipment shall be provided with a Quality Assurance Affidavit stating: (1) Source of the material, (2) The means for thermal stabilization, (3) The name of the firm that treated the aluminum with the chromate conversion coating, (4) The net weight represented by this affida vit and (5) A certification by the Contractor or his/her authorized agent that is shipment is in full compliance with the contract and specifications.
