The City of Carlsbad (City) is soliciting this Request for Proposal (RFP) to obtain proposals for architectural design services to address known deficiencies and desired upgrades to the layout for, and the technology infrastructure within, the citys Emergency Operations Center (EOC), is located at the Carlsbad Police and Fire Headquarters, 2560 Orion Way, Carlsbad, CA, 92010. The EOC is currently undersized and ill-equipped to meet current emergency response standards for the city. In 2012, a concept was developed for optimizing the use of space in and around the EOC but this concept was never carried forward into design. Recent emergency response events have underscored the need for the city to upgrade its EOC structure, technology infrastructure and furnishings to accommodate the 45 or more staff that serve the city in such events. The authorized scope of work in the citys Capital Improvement Program is stated as: Emergency Operations Center modifications and upgrades to include furnishings, fixtures, computers, software, network equipment, communications, lighting and acoustical improvements to better conform to FEMA standards for a city EOC so as to modernize and maximize the EOC information, collection, analysis, display and dissemination capabilities to support community and regional public safety.
