The objectives of the assessments will be: 1. To determine the present physical condition of facilities with respect to structure, building envelope, architectural components, surface condition, equipment conditions, service system condition, HVAC and mechanical/electrical systems, life safety systems, barrier-free accessibility, building pathway and exterior paving, lighting and all related components. 2. Review existing State of Good Repair reports, accessibility reports, drawings, designated substances/ hazardous materials, and other related documents provided by the City to assess each facility. 3. Thermographic inspection of electrical & mechanical systems, wall and roof scan for all sites. 4. To establish the Replace\Repair scope, and determine the cost and projected timing for the repair, replacement or upgrade of components with respect to current standards, codes and regulation. 5. To inform the long-range budgeting planning process that protects and maintains the value of these City assets in City template and overall summary in supplier PDF report. 6. The condition assessments are to identify where the building and related components do not meet current building code standards, and recommend what level of repair, replacement, redesign or rehabilitation would be necessary to achieve compliance. 7. All Suppliers should indicate their methodology for conducting inspection and assessment of the facilities. 8. The Supplier will visit and examine all buildings listed and, incorporating a review of existing facility condition assessment and accessibility reports, building drawings (where available) and interviews with designated facility's operators and technical services staff, assess the facility with respect to the Occupational Health & Safety Act, Ontario Regulation 278/05 Asbestos on Construction Projects and in Buildings and Repair Operations, current National Building Code, Ontario Building Code, ASHRE 90.1, the Canadian Barrier-Free Design Standards, City of Toronto Accessibility Design Guidelines version, the Environmental Abatement Council of Ontario (EACO) Mould Abatement Guidelines 2010, and any other relevant Act, Regulations, guidelines and reports deemed pertinent by the City. 9. Access to the facilities is to be coordinated through scheduled appointments for each site, one week in advance, and with a minimum 48 hours confirmation of changes. Inspectors will be provided with a letter to be presented to facility staff on arrival, and are to display company and contact information on name tags, on lanyards and be visible at all times. 10. Provide detailed and summary recommendations for each facility, as well as an executive summary. (Overall summary based on % of conditions of the facility in PDF format). 11. The Supplier will conduct formal interviews with key facility staff to gain an understanding of user groups service requirements and facility maintenance related matters. The primary interview will be via a questionnaire and phone interview for each location to gather background information prior to site inspections, and in person, one meeting for each of the four districts, to review and refine the draft information. 12. In reporting the findings from the assessments, where suitable, the Supplier will indicate the pertinent section and clause of the applicable code that applies to the deficient conditions noted. 13. In commenting on the life expectancy of the existing systems, the Supplier will indicate/update remaining life cycle of the existing components and the life expectancy these systems are expected to achieve with normal maintenance. 14. Coordinate all work performed by subsuppliers. 15. The gathered information is to be analyzed, coordinated with existing City of Toronto templates and formatted into clear and concise reports including information on condition of the assets and life cycle cost. The method of contractor selection has not been determined at this time.
