he Port of Long Beach (POLB) in partnership with its terminal operators seek to transition to zero-emission terminal cargo handling equipment 2030, as set forth in the San Pedro Bay Ports 2017 Clean Air Action Plan Update. The transition to zero emissions requires significant investment in equipment and in charging and fueling infrastructure, and there are many challenges that must be overcome. Challenges associated with zero emission operations include a lack of heavy-duty charging standards, limited market availability of zero emission equipment, significant changes to the terminal operations and maintenance procedures and infrastructure, the operational and physical constraints at terminals, integration of various zero emission technologies/systems, significant cost and long timeframes associated with infrastructure installation and procurement of equipment, and system and equipment commissioning. To address these challenges proactively on the Pier J terminal, the Port plans to develop a large Zero Emissions Infrastructure Master Plan (ZEIMP). The ZEIMP concept was developed through a California Energy Commission funded grant project known as the Community Electric Vehicle Blueprint (EV Blueprint). This blueprint was developed to establish a comprehensive strategy to assist in the identification of the most cost-effective technologies, financial incentives, and infrastructure upgrades for creating the model sustainable, zero-emissions port ecosystem of the 21st century. A major deliverable identified within the EV Blueprint is the need for terminal-specific infrastructure preliminary design plans, also known as Zero Emissions Infrastructure Master Plans, given the considerable reorganization required to account for new charging/fueling infrastructure, safety requirements, and operational management. Guidance on high-level evaluation criteria by which to assess potential fueling/charging locations for terminal equipment can be found in the EV Blueprint beginning on Page 47, and should be referenced when writing the proposal (See "Reference P"). It is the Port's intent to select one consultant team to provide planning study for Pier J Zero Emission Plan. The selected firm will be required to provide these services during the project. This RFP provides a general outline of the proposed Scope of Work and the proposals submitted should include a detailed and all-inclusive understanding of the Scope of Work necessary for the successful delivery of the Master Plan. Scope of Work and Cost Estimate shall be structured per POLB guidelines and instructions and Proposers may expand them into subtasks to depict level of efforts anticipated for each task. Proposers may also add additional tasks as they deem necessary. Consultants shall clearly indicate deliverables to be provided and list any assumptions and exclusions made. Consultant services may be authorized for the listed Master Plan and projects or additional projects related to the Master Plan not listed contingent on POLB needs, availability of Port resources, consultant performance, and funding availability. Additional related projects and/or tasks may be added as POLB identifies them. POLB anticipates entering into an agreement for services with a single firm. The selected firm will be required to provide services identified in this document. The Scope of Services may be revised during the selection and/or negotiation process.
