The City of South Portland, Maine is seeking proposals from qualified and experienced consultant teams to prepare the City's updated Comp Plan.The selected consultant will work with City staff; the Comprehensive Plan Committee (CPC); other committees, boards, and commissions; the City Council; and the public, to update the 2012 Comprehensive Plan. The Planning Division and CPC have completed a "scoping phase" for the planning effort, where focus topics and issues were identified with the community. The City is now seeking a consultant team to advance the project, and oversee the next four phases: building a detailed community understanding; conducting engagement to set a clear vision and set of goals; exploring alternatives for future growth, resulting in a preferred path; and drafting the Comp Plan update. The community is seeking a plan that meets and exceeds State requirements to ensure the South Portland community has a clear, achievable, and desirable form of development through 2040. The City is seeking proposals that emphasize community engagement and participation and that demonstrate an ability to help communities reach consensus on challenging land use issues.
