Site work and new construction of a residential development in Pine Ridge, South Dakota. Completed plans call for the construction of a 2,208-square-foot residential development; and for site work for a residential development.

Factory Built Homes Oglala Lakota Housing Authority OLHA (Owner), the tribally designated housing entity of the Oglala Sioux Tribe, is soliciting written fixed price per unit bids directly from qualified housing manufacturers to design, build, transport, deliver and place on foundations up to (29) twenty-nine pre-built homes. I. Scope of Work The Owner is seeking bids from factory built/modular housing companies for approximately 29 moderately sized two-bedroom & three-bedroom single level housing units. Owner is requesting bids on thirteen (13) two-bedroom homes that are approximately 1008 square feet, and sixteen (16) three-bedroom homes that are approximately 1200 square feet. The units shall meet Residential International Building Code standards. The work shall include the design, construction, transportation, delivery, and placement on foundations to various scattered sites selected by the Owner located on the Pine Ridge Reservation, South Dakota. The Contractor shall also provide measured foundation plans, structure anchoring plans and documentation of any special requirements to OLHA upon acceptance of the bid so that OLHA can plan and design the foundations, including proper placement of anchors and openings when the foundations are constructed under a separate contract. The units shall include an insulated crawlspace with a heat recovery ventilator system, bathroom and kitchen cabinetry, propane forced air furnace, electric hot water heater, and vinyl windows with insulated glass. Optional, but not required, items include floor coverings and appliances. Prices for any optional items included in a proposal shall be separately itemized and not included in the base price. All bids must meet the following minimum specifications: a. House Size: i. Approximately 24' x 42' home - 1,008 sq. ft. (Two-Bedroom House) ii. Approximately 24' x 50' home - 1,200 sq. ft. (Three-Bedroom House) b. Typical Construction Features: i. 2" X 6" exterior wall construction with R21 Batt insulation + R7.5 1-1/2" foam = R28.5 insulation ii. R-60 insulation blown in fiberglass insulation in the attic iii. Vinyl traditional lap D-4 siding iv. Vinyl windows with insulated glass v. Onyx stained, shaker styler, poplar kitchen and bathroom cabinets vi. Choice of an electric forced air or propane forced air furnace vii. Air-Source Heat Pump to provide primary cooling and secondary heating. Unit shall be a 2-ton unit rated at 15 SEER/8.5 HSPF viii. Electric hot water heater ix. 1/2" sheetrock on all interior walls; 5/8" sheetrock on ceilings x. All walls are taped, textured, and painted Work shall commence as negotiated between the Owner and the Contractor and shall be completed in accordance with Owner's schedule of construction. Owner will discuss the anticipate delivery of units and phases upon execution of the contract. Plans for 36 MONTH DELIVERY SCHEDUEL II. Indian Preference. Indian preference will apply in the award of this contract in compliance with the requirements of the Oglala Sioux Tribe TERO Office. In accordance with Section 3 of the Housing and Urban Development Act of 1968 and the implementing regulations at 24 CFR part 135, OLHA will make best efforts, consistent with federal and tribal laws and regulations (including Section 7(b) of the Indian Self Determination and Education Assistance Act), to give low- and very low-income persons the training and employment opportunities generated by Section 3 covered assistance and to give qualified business concerns the contracting opportunities generated by Section 3 covered assistance. Additionally, OLHA will give preference to Indians residing within the exterior boundaries of the Pine Ridge Reservation in accordance with the Tribal Employment Rights Ordinance. III. Bids must include the following items at a minimum: 1. Name and address of entity submitting proposal, as well as who will construct the houses and identification of key personnel who will actually manage the work. 2. Names of each partner and owner and all relevant licenses and certifications. 3. A full description of any associations with other firms. 4. Names, addresses and telephone numbers of at least three references (preferably tribes, tribal housing authorities or other tribal entities). 5. Lists of sales to Indian or public housing agencies within the last two years if any (please additionally provide contact names and telephone numbers). 6. Disclosure of any claims, lawsuits or disputes over work or services previously done in the past five years or currently being performed. 7. A proposed fixed price bid for the units and all work to be provided and the statement that the bid price is guaranteed for up to sixty days after the bid closing date. The Bid sheet must separately show the price for two-bedroom and three-bedroom units and must also separately list the price for alternates, taxes, any applicable fees, any required permits, insurance, and the cost of an OST Business License. 8. Proof of eligibility for Indian preference (TERO Certification) (if preference is sought). 9. All Bids must contain a commitment to provide Indian preference in A) subcontracting, B) training, and C) employment, and must contain a statement describing the methods that will be used to provide such preferences. If you believe it is infeasible to provide Indian preference in subcontracting, training or employment, you must include in your bid a certification as to the reasons why. 10. Drawings or illustrations of the units and floor plans. 11. Warranties to be provided. 12. Previous Participation Certificate. 13. Non-collusive affidavit. 14. Payment requirements (Such as security deposit or up-front payment requirements). Contract Requirements Within 15 days of award, the Contractor shall execute a contract with the Owner which shall be prepared by the Owner, and which contains additional obligations and requirements that apply to this Project. The contract terms will include the conditions of this Bid and federal funding requirements shall apply including but not limited to the provisions of the Native American Housing Assistance and Self-Determination Act (NAHASDA), 25 U.S.C. 4101, et seq. The Contract will require that the Contractor provide an express warranty that work performed under the Contract conforms to the Contract requirements and is free of any defect in equipment, material, or workmanship performed by the Contractor or any subcontractor or supplier at any tier. This warranty shall continue for a period of one year from the date of final acceptance of the work. If no payments are required prior to acceptance of housing units at the sites by Owner, no payment and performance bond will be required. If the Contractor requires any payments prior to acceptance of housing units at the sites by Owner, a 100% payment and performance bond will be required. The successful proposer shall furnish evidence of the following insurance coverage in the following amounts: 1. $1,000,000.00 per occurrence, $2,000,000.00 aggregate General Liability insurance 2. $2,000,000.00 per occurrence Automobile Liability insurance 3. $ as required by state law Workmen's' Compensation insurance 4. If no payments are required prior to acceptance by Owner Builder's Risk insurance at the sites, then no Builder's Risk is required. If payments are required prior to acceptance by Owner at the sites then 100% replacement coverage Builder's Risk insurance is required. V. Miscellaneous Any Bid submitted shall state that it will remain open for 60 days. OLHA reserves 1) the right to reject any and all bids, including those that it determines, in its sole discretion, to be unresponsive or from irresponsible bidders, and 2) the right to waive any irregularities in any bids.
