Removal and Land Application of approximately 2,208 dry tons of sludge from treatment plant lagoon Bids must be prepared on the proposal form provided and be submitted in the complete specification booklet. No bid security will be required. Contract will be awarded to the lowest and best, responsive, responsible bidder. The lowest bidder for a contract shall not receive a business expectancy merely because his bid is the lowest. No business expectancy shall exist until a contract has been awarded to a bidder. Payment will be made in cash from Dexter at the completion of the project and submittals of lien waivers. As this proposed work is maintenance only, prevailing wage will not apply. The Owner reserves the right to reject any or all bids or waive any irregularities.
