The City of Red Deer Electric Light and Power department intends to establish a contract through a competitive process with a qualified Proponent to replace and upgrade the existing Supervisory Control And Data Acquisition system (SCADA) with an integrated SCADA and Advanced Distribution Management System (SCADA/ADMS). The SCADA/ADMS software platform should be able to integrate numerous utility systems and provide automated outage restoration and optimization of distribution grid performance. The SCADA/ADMS shall be designed to reach higher reliability, reduce technical losses, enhance work safety, shortening service restoration time during outage and increase grid resiliency to natural disasters and other threats that disrupt the flow of power to its customers. The SCADA/ADMS solution is to be modular in design to facilitate a gradual integration of ADMS modules such as Outage Management System (OMS) and Distribution Management System (DMS) as the driver of need arise. It shall be the responsibility of the competitors to familiarize themselves with the existing system and all the software/applications running on the machines to ensure a smooth/reliable transfer of the existing data to the proposed system. The purpose of the specifications document is to ensure that: Proponents submit a SCADA/ADMS system hardware and software architecture solution that delivers on the functional requirements.
