Assessment and falling, bucking and clean-up of danger trees and associated debris at select recreation sites and trails within the 100 Mile House area. The exact locations for the work/service will be determined on an as-needed basis, and Ministry staff will only direct the successful contractor to recreation sites or trails that it believes require the work/service. All sites are geographically located in the 100 Mile House Natural Resource District. The marshalling point for the work/service will be 100 Mile House. The work/service being undertaken in this contract will occur in areas of high public use, and therefore the Ministry is seeking a qualified, experienced and reliable danger tree falling contractor that must be available to provide the work/service on relatively short notice so that danger trees can be mitigated as quickly as possible to reduce the risk to public safety and limit the disruption to public use of the areas. Time is of the essence in conducting the work within this contract, and the successful bidder must be available to conduct the work/service within 7 days of receiving notification from the Ministry Representative throughout the term of the agreement. Work will not be continuous, and the bidder should expect breaks and periods of inactivity throughout the term of the contract. Access conditions for each of the sites is variable, and some sites may require the use of a 4-wheel drive vehicle. Where necessary, the Ministry will provide the successful bidder with detailed driving directions, maps and other pertinent information for each site or trail to be treated under this contract. Site Conditions: Site conditions will vary from site to site. Following heavy rainfall, the access to some recreation sites may become muddy, and require the use a four-wheel drive vehicle. The Contractor shall use discretion at such times and shall not damage the road by attempting access by vehicle. The Ministry Representative may approve delayed servicing of the recreation site in such cases. Periodically, the Contractor may also be required to cut and clear fallen trees to open the roads into the campsites or trail heads, but this contract does not specifically include assessment or falling of danger trees along public roads or Forest Service Roads unless specifically identified by the Ministry Representative. Known Field Safety Hazards on this Contract: Ministry staff and contractors, in the course of planning and developing this project, have identified the following known field safety hazards associated with this project. Note this list does not identify routine safety hazards associated with forestry operations: Trees within recreation sites and trails often contain foreign materials such as nails or spikes, so additional care must be taken when cutting into trees in these areas. Contractor Safety Program and Prime Contractor Responsibilities: The successful Contractor must plan to maintain and implement a program of systems or processes (a safety program) that will address occupational health and safety concerns and practices that will eliminate or minimize risk of injuries. The Province may ask to examine the safety program and ask for evidence to support the implementation of same as part of the contract administration. Bidders must be aware of the Safety Conditions Schedule and the Prime Contractor Agreement attached to the contract agreement. A continuous service without further tendering is desired. Therefore, the contract being tendered contains an "option-to-renew" clause. Refer to the Conditions of Tender for further information.
