Reference number : 1611865 Deadline for receipt of complaints: 2022-06-20 Submission sent electronically accepted: Nope The MRC de L'Érable is requesting offers of professional services to complete the final version, deemed compliant by the Ministry of Transport, of the update of its local road infrastructure intervention plan (April 2015). The MRC wishes to obtain tenders in order to produce, on behalf of and to the satisfaction of the MRC, ultimately deemed admissible by the Ministère des Transports du Québec (the "MTQ"), its second local road infrastructure intervention plan ( PI) to be carried out on the local network by prioritizing infrastructure works. The Project will be carried out in contract form, which means that all the work will be carried out by the Contractor following the call for tenders. The approach proposed by the MTQ for developing the local road infrastructure intervention plan is as follows: Step 1: Description of the road network Description of all level 1 and 2 local roads (see the inventory of level 1 and 2 local roads provided by the Ministère which presents the extent of the eligible network). Step 2: Development of a socio-economic profile This profile must relate to the economic, tourist and recreational poles which generate travel. Step 3: Identification of priority roads Step consisting in identifying a proportion of 20 to 25% of level 1 and 2 local roads designated as priority and strategic for the socio-economic vitality of the territory. Step 4: Report on the condition of the road network Auscultation of 100% of pavements (paved and gravel), inspection of all culverts as well as all other types of road assets such as guardrails, signage, marking and lighting. Collection and interpretation of characteristics as part of the intervention strategy as well as descriptive data relating to paved roads, gravel roads and culverts. Step 5: Development of the intervention strategy The intervention strategy is developed with a view to optimizing the investments devoted to the maintenance and improvement of the priority roads determined in the previous stage. Step 6: Preliminary estimate of intervention costs Carry out a preliminary estimate of the costs of each intervention and the sum of these costs must correspond to the budget required to carry out the types of intervention in the years targeted by the municipalities. Step 7: Development of the intervention plan In general, the realization of the plan requires integrating all the elements documented in steps 2 to 6. Guarantee : No bid bond is required for this project, but a contract performance bond will be required. Presentation and submission of tenders Tenders must be submitted on the forms of this call for tenders and be accompanied by the required documents. Bid must be submitted in two (2) envelopes. These must be sealed and distinct, bearing the following respective mentions: # 1 Service Offerings No. 2 Price offers Envelope # 2 must be inserted into envelope # 1 . By submitting its bid, the Bidder accepts the terms, conditions and specifications of the tender documents. Eligibility to bid This contract is subject to the Canadian Free Trade Agreement (CFTA), the Trade and Cooperation Agreement between Quebec and Ontario (ACCQO), the Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick (AQNB) and the Comprehensive Economic and Trade Agreement between Canada and the European Union (CETA). The establishment is the place where the supplier carries out activities on a permanent basis; it is accessible to the public during normal business hours and brings together a large part of the permanent resources, materials and equipment needed to carry out the mandate for which the MRC intends to award a contract. Bid Weighting and Evaluation System Bids will be evaluated using a two-stage weighting and evaluation system based on value for money. The detailed work plan that will be submitted as part of the bid must be approved by the Ministère des Transports (MTQ) prior to the awarding of the contract. This is an element of compliance which, in the event of failure to be respected, leads to the automatic rejection of the tender as specified in this tender document. The MRC is subject to the legislative and regulatory provisions governing the awarding of municipal contracts. A presentation of these provisions can be consulted on the website of the Ministry of Municipal Affairs and Housing (MAMH) At this stage, only the names of the Bidders will be revealed. The MRC de L'Érable does not undertake to accept the lowest tender or any of the tenders received or opened, nor to pay any fees. They undertake no obligation of any kind towards the Bidder(s). The method of Contractor Selection has not been Determined at this time.
