No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Background The Federal Bureau of Investigation (FBI) is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for an erosion control environmental construction project at the training facility in North Chicago, Illinois, along the shoreline of Lake Michigan. The project's scope covers a steep tree covered bluff extending from an elevation of approximately 650 feet to the lake level currently at an elevation of approximately 582 feet. There is on-going degradation at the toe of the bluff causing the loss of a northerly portion of the bluff, which was the basis of the FBI's initial concerns regarding the bluff conditions, as well as erosion/incision on the bluff from stormwater runoff spilling over the edge of the bluff. Based on aerial imagery, there are at least two locations where incisions are occurring. Left untreated, the depth and width of the incisions will increase, washing away vegetation and further destabilizing the bluff. It is also likely additional incision zones will appear over time. To prevent surface runoff from the top of the bluff from creating such incisions, drainage improvements are proposed at the top of the bluff to intercept the runoff before it reaches the bluff and convey the runoff to the lake. The project will include, but not be limited to, the following: 1. Contractor shall review any available information for the area of the work to determine any impacts on the scope of work including any previous repair work or projects completed including all reports, drawings, field reports, and photographs to use as the basis for the new work avvvvvvvand gain familiarity with the site. 2. Contractor shall survey the existing conditions of the buff area for familiarization to determine the deficiencies found and verify the appropriate approach for repair and replacement of the affected areas. 3. Contractor shall prepare and submit a QA/QC Plan defining the quality requirements, procedures and processes to be implemented for the project. 4. Contractor shall prepare and submit a Safety Plan defining all of the safety requirements, procedures and processes to be implemented for the project. 5. Contractor shall prepare and submit a project schedule showing progress of all major portions of the work and project milestones. 6. Contractor shall follow all environmental requirements for the project. 7. Contractor shall prepare a phasing work plan for sequencing of the work to minimize the impact of the work on training activities for that will continue to use areas of the site during construction. The Government is looking at two phases of the work. The first is the top of bluff stabilization and stormwater control measures and the second phase is the 8. Contractor will provide temporary safety barriers and signage for protection of people and the work during construction. 9. Contractor shall be responsible for providing the following work tasks for the erosion control work based on the construction documents developed for the project. a. Installation of a storm sewer running parallel to the top of the bluff conventionally by open cutting a trench with drainage inlets placed at regular intervals. b. Grading improvements including a shallow swale to capture the runoff flowing toward the bluff and to convey the runoff into the sewer inlets. c. Connecting any existing storm sewer lines to the new sewer system running perpendicular to the bluff installed by directional drilling methods to eliminate point source discharges onto the side of the bluff. d. Installing an anchored sheet pile retaining wall at the top of the slope with the sheet pile wall driven down 25 to 30 feet from the top of the slope. e. Placing a cap on the top of the sheet pile retaining wall and anchoring a new FBI approved security fence at the top of the wall. f. Providing slope improvements to include brush removal, selective tree removal, and tree trimming to open the bluff ground to sunlight. g. The bluff should then be revegetated with deep rooted grasses to hold the surface topsoil in place and resist erosion. h. Place and install armor stone, similar to the stone used along the lakefront south of the FBI Training Facility in Foss Park, at the toe of the slope to reduce the regression of the crest of the slope and protect the toe of the slope from wave action. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330, Erosion control engineering services. The method of contractor selection has not been determined at this time.
