This project includes the resurfacing of all or portions of the Village's Hike and Bike Trail. There is a section of the Hike and Bike Trail that has an asphalt and another section that has an aggregate surface. The project generally includes pavement planning, tack coat and asphalt surface course. Additional aggregate base shall be added to the aggregate section of the trail as per the plans. The Village will be responsible for full or partial sets of bidding documents including addenda obtained from sources other then the issuing office. Each bidder must be a registered plan holder with the Village of East Palestine to be eligible to submit a bid for this project. The owners reserve the right to reject any/all bids and waive any informalities in bidding. Bids for the above- described work must be submitted on blanks furnished with the bidding documents. Said bids must be submitted as one original and one copy. All bids must be accompanied by a bid guaranty, made payable to the Village of East Palestine, OH, in the form of either: 1. A bond for the full amount of the bid, or 2. A certified check, cashier's check, or letter of credit pursuant to Chapter 1305 ORC, in an amount not less than ten percent (%10) of the total bid amount pursuant to the Chapter 153 ORC. Each individual employed by the contractor/or any subcontractor engaged in work on the project under this contract shall be paid the prevailing wage established by the Department of Industrial Relations of the State of Ohio. This shall occur regardless of any contractual relationship that may be said to exist between the contractor or any subcontractor and such individual. All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio products, materials, services and labor in implementation of the project. Additionally, the contractor's compliance with Equal Employment Opportunity Requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order 1972 and the Governor's Executive Order 84-9 shall be required. Each bid submitted must include a current copy of the Equal Employment Opportunity (EEO) Certificate of Compliance as evidence that the bidder is certified by the State of Ohio. The Non-Collusion Affidavit of Prime Bidders must be completed and submitted with all bids. All bids must be identified by marking sealed envelope- Hike and Bike Trail Improvement Project.
