Tender documents can only be obtained through the electronic tendering system or at 514-856-6600 for residents of the Montreal area and toll-free 1-866-669-7326 for out-of-town residents. Tenders must be accompanied by a tender guarantee equivalent to ten percent (10%) of the tender price and in one or other of the forms listed below: A tender bond issued by an institution financial, valid for a period of forty-five (45) days from the date of opening of tenders; or A certified cheque, money order or bank draft made payable to the Project Manager; or An irrevocable letter of guarantee issued by a bank, credit union or trust or savings company and in accordance with the provisions of the Project Managers Irrevocable Letter of Guarantee form. Only contractors having a business office in Quebec or in a province or territory covered by the applicable agreements and holding the license required under the Building Act are eligible to bid. A contractor holding a restricted license issued by the Régie du bâtiment du Québec or registered in the register of enterprises ineligible for public contracts (RENA) and whose period of ineligibility for public contracts has not ended, is not eligible to submit a bid; these two cases of inadmissibility also apply to the tenderer's subcontractors. Tenderers are responsible for the choice of subcontractors, both for their solvency and for the content of their tender, and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses. During this visit, the designated professionals will answer the questions of the tenderers and will transmit to the persons present all the relevant information which deals with the additional general conditions. All bidders, general contractors and sub-contractors will be deemed to have visited the premises and no claim for lack of knowledge of the premises may be submitted or accepted. In addition, any technical question concerning this call for tenders must be submitted, IN WRITING , before the deadline for receipt of tenders, to Mr. Nicolas Ménard, at the following email address: nicolas.menard@ www.chudequebec.ca. The Project Manager does not bind itself to accept the lowest or any other of all the tenders received.
